HOUSE SUMMARY OF SENATE AMENDMENTS

GAMING:  Provides relative to deadlines for financial disclosures required of members and
certain employees of the Gaming Control Board and of the gaming enforcement division
Synopsis of Senate Amendments
1.Add provisions that the chairman of the Gaming Control Board shall be
considered to be a full-time employee, eligible for membership in LASERS and
receive the same compensation, expenses, benefits, and emouluments, including
supplemental pay as provided for a court of appeal judge.
2.Add provisions to change which gaming licensees and permittees are required
to obtain human trafficking awareness and prevention training pursuant to
present law.
3.Make proposed law effective July 1, 2024.
Present law requires members of the Gaming Control Board (GCB) to file a financial
disclosure statement listing all assets and liabilities, property and business interests, and
sources of income of the member, the spouse of the member, and each minor child.  Present
law requires the financial disclosure statements of the board members to be filed prior to or
at the time of confirmation.  Present law requires each employee or agent of the gaming
enforcement division of the office of state police (except secretarial and clerical personnel)
to file an affidavit affirming that the employee and the spouse of the employee do not have
an economic interest in an applicant, licensee, or permittee.  Present law requires the affidavit
of the employees to be filed at the time of employment or appointment.
Proposed law retains present law but changes the filing deadline for the financial disclosure
statements of the members and the affidavits of the employees to no later than 15 days from
the time of confirmation, appointment, or employment, as applicable.
Present law requires the chairman of the board to devote full time to his duties as chairman
and not engage in any other business or profession, and not earn compensation of any kind
other than his salary paid as a board member.  Proposed law retains present law.
Present law provides that the chairman's salary shall be equal in amount to a judge of the
courts of appeal.
Proposed law provides instead that the chairman shall be considered to be a full-time
employee of the state, shall be eligible to participate in the state retirement system
(LASERS), and shall receive the same compensation, expenses, benefits, and emouluments,
including any supplemental pay as provided for a judge of the courts of appeal.
Present law requires the Gaming Control Board to adopt rules regarding minimum training
requirements regarding human trafficking awareness and prevention training for gaming
licensees, permittees, and employees thereof.
Proposed law excludes licensees and employees of bars, taverns, lounges, restaurants, the
device owners, service entities, manufacturers, or distributors from present law training
requirements.
Effective July 1, 2024.
