HOUSE BILL NO. 323

PARISH/GOVERN AUTHORITY:  Provides relative to a travel allowance for members of
the governing authority of East Baton Rouge Parish
1	AN ACT
2To amend and reenact R.S. 33:1233(B), relative to East Baton Rouge Parish; to provide
3 relative to the members of the parish governing authority; to provide relative to a
4 travel allowance authorized for such members; to provide for an increase in the
5 maximum amount of the travel allowance; to provide for an effective date; and to
6 provide for related matters.
7	Notice of intention to introduce this Act has been published
8	as provided by Article III, Section 13 of the Constitution of
9	Louisiana.
10Be it enacted by the Legislature of Louisiana:
11 Section 1.  R.S. 33:1233(B) is hereby amended and reenacted to read as follows:
12 ยง1233.  Compensation

14	B.  In lieu of the provisions of Subsection A of this Section, each member of
15 the governing authority of East Baton Rouge Parish may be empowered to receive
16 a travel allowance for in-parish travel which includes payment for a combination of
17 travel and car allowance of a maximum of eight hundred dollars fifteen hundred
18 dollars per month for each member.  Such allowance shall be provided upon
19 approval of a majority of the members of the local governing body after public
20 hearing.

1 Section 2.  This Act shall become effective on July 1, 2024; if vetoed by the governor
2and subsequently approved by the legislature, this Act shall become effective on July 1,
32024, or on the day following such approval by the legislature, whichever is later.

Abstract:  Increases the maximum amount of the travel allowance authorized to be paid to
members of the governing authority of East Baton Rouge Parish from $800 to $1500
per month.
Present law provides that parish governing authorities organized under the police jury system
of government shall provide for the method and amount of compensation for police jurors. 
Provides that police jurors shall not be paid for more than 144 days in any one year and that
no police juror shall be compensated for more than 12 meetings per month, or that, in lieu
of such per diem, the police jury may elect, by majority vote of the elected members, to be
paid on a salary basis, in which event the maximum salary allowable shall be $1,600/month
for each police juror.  Authorizes a police jury to allow for an increase in the police jury
president's salary in an amount not to exceed $400 per month in addition to the salary
established for police jurors.
Proposed law retains present law.
Present law provides that in lieu of the provisions of present law, each member of the
governing authority of East Baton Rouge Parish may receive a travel allowance for in-parish
travel which includes payment for a combination of travel and car allowance of a maximum
of $800 per month for each member.
Proposed law increases the maximum amount of the travel allowance from $800 to $1500
per month for each member.
Effective July 1, 2024.
