HOUSE BILL NO. 331
BY REPRESENTATIVES KNOX AND MANDIE LANDRY
1	AN ACT
2 To enact Part XIV of Chapter 6 of Title 33 of the Louisiana Revised Statutes of 1950, to be
3 comprised of R.S. 33:3121, relative to ad valorem property taxes in Orleans Parish;
4 to require certain notifications when ad valorem property taxes in Orleans Parish are
5 the subject of certain agreements; to provide for requirements and limitations; to
6 provide for an effective date; and to provide for related matters.
7	Notice of intention to introduce this Act has been published
8	as provided by Article III, Section 13 of the Constitution of
9	Louisiana.
10 Be it enacted by the Legislature of Louisiana:
11 Section 1.   Part XIV of Chapter 6 of Title 33 of the Louisiana Revised Statutes of
12 1950, comprised of R.S. 33:3121, is hereby enacted to read as follows: 
13	PART XIV.  NOTICE REQUIREMENTS FOR AD VALOREM
14	PROPERTY TAX AGREEMENTS I N ORLEANS PARISH
15 ยง3121.  Ad valorem property tax agreements in Orleans Parish; abatement, payment
16	in lieu of tax, and other cooperative endeavor agreements; notice
17	requirements; limitations
18	A.  An applicant entering into a tax abatement, payment in lieu of tax, or
19 other cooperative endeavor agreement, hereinafter "abatement agreement",  that
20 affects the ad valorem property taxes levied and collected in Orleans Parish shall
21 send written notice, by certified mail, to the president of the Orleans Parish School
22 Board of the abatement agreement.  The notice shall be sent no less than thirty days
23 prior to applying for the abatement agreement and shall include the following
24 information:

1	(1)  An estimate of the Orleans Parish School Board ad valorem property
2 taxes to be affected by the abatement agreement.
3	(2)  The name and contact information of the party applying for the
4 abatement agreement.
5	(3)  The term of the abatement agreement.
6	B.(1)  The provisions of this Section shall be applicable to abatement
7 agreements with a term of two or more years or to abatement agreements that will
8 affect ad valorem property taxes of one million dollars or more.
9	(2)  The provisions of this Section shall not be applicable to any ad valorem
10 property tax exemptions or other abatement agreements approved by the State Board
11 of Commerce and Industry or any ad valorem property tax exemptions established
12 pursuant to the provisions of Article VII, Section 21 of the Constitution of Louisiana.
13 Section 2.  The provisions of this Act shall become effective July 1, 2024, and shall
14 be applicable to any tax abatement, payment in lieu of tax, or other cooperative endeavor
15 agreement that will affect ad valorem property taxes in Orleans Parish entered into on or
16 after July 1, 2024.
