INDUSTRIAL DEVELOPMENT/BDS: Provides relative to the composition of the
Industrial Development Board of the City of New Orleans
1 AN ACT
2To enact R.S. 51:1156(E) and 1157(C), relative to industrial development in the parish of
3 Orleans; to provide relative to the composition of the Industrial Development Board
4 of the City of New Orleans; to provide relative to the corporate powers of the board;
5 to provide for regulations; and to provide for related matters.
6 Notice of intention to introduce this Act has been published
7 as provided by Article III, Section 13 of the Constitution of
8 Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1. R.S. 51:1156(E) and 1157(C) are hereby enacted to read as follows:
11 §1156. Board of directors

13 E.(1) Notwithstanding the provisions of Subsection A of this Section, the
14 Industrial Development Board of the City of New Orleans shall be comprised of
15 thirteen members as follows:
16 (a) The New Orleans City Council shall appoint seven members. Each
17 council member shall make one appointment.
18 (b) The president of the Orleans Parish School Board shall appoint five
19 members subject to consent of the school board.
20 (c) The Orleans Parish sheriff shall appoint one member.

1 (2) The terms of the members shall be determined in accordance with the
2 Articles of Incorporation of the Industrial Development Board of the City of New
3 Orleans.

7 C. The Industrial Development Board of the City of New Orleans is subject
8 to reasonable regulations imposed by the governing authority of New Orleans.

Abstract: Provides for the composition, powers, and regulation of the Industrial
Development Board of the City of New Orleans.
Present law requires that a municipal or parish industrial development board have a board
of directors in which all powers of the corporation are vested and which consist's of any
number of directors, not less than three, all of whom shall be duly qualified electors of the
municipality or parish. Provides that no director shall be an officer or employee of the
municipality or parish
Present law requires the directors to be elected by the governing body of the municipality
or parish. Provides term length requirements for initial directors and subsequent groups.
Proposed law provides for the composition of the Industrial Development Board of the City
of New Orleans; provides that the board shall be comprised of 13 members as follows:
(1)Seven members appointed by the governing authority of New Orleans, one by each
member.
(2)Five members appointed by the president of the Orleans Parish School Board subject
to approval by the school board.
(3)One member appointed by the Orleans Parish sheriff.
Proposed law requires the terms of the board members to be set in accordance with the
Articles of Incorporation of the Industrial Development Board of the City of New Orleans
Proposed law provides that the board is subject to reasonable regulations imposed by the
governing authority of New Orleans.
