MTR VEHICLE/DRIVER LIC:  Increases the driver's license fee and the specific portion
directed to the litter abatement fund
1	AN ACT
2To amend and reenact R.S. 32:412(A)(1), (2), (5), and (6) and (B)(1), (2), and (7)(e)(i)(aa),
3 (cc), (dd)(I), and (ee) and (ii)(aa), (cc), (dd)(I), and (ee), relative to the litter
4 abatement fund; to provide for an increase to the drivers license fee for additional
5 source of revenue to the litter abatement account; to provide for a sunset; and to
6 provide for related matters.
7Be it enacted by the Legislature of Louisiana:  
8 Section 1.  R.S. 32:412(A)(1), (2), (5), and (6) and (B)(1), (2), and (7)(e)(i)(aa), (cc),
9(dd)(I), and (ee) and (ii)(aa), (cc), (dd)(I), and (ee) are hereby amended and reenacted to read
10as follows:  
11 §412.  Amount of fees; credit or refund; duration of license; veteran designation;
12	disabled veteran designation; university logo; "I'm a Cajun" designation;
13	needs accommodation designation; autism spectrum disorder designation;
14	disbursement of funds; renewal by mail or electronic commerce of Class "D"
15	or "E" drivers' licenses; disposition of certain fees; exception
16	A.(1)  Every applicant for a Class "D" driver's license, or for a renewal of a
17 Class "D" driver's license, except those bona fide residents of the city of New
18 Orleans, shall pay for such basic license a fee of forty-two forty-eight dollars and
19 seventy-five cents.  Eleven dollars and fifteen cents of the fee shall be paid to the
20 Louisiana State Police Retirement System Fund.  One Seven dollars and fifty cents

1 of the fee shall be forwarded by the department to the litter abatement account which
2 is created within the Conservation Fund through the provisions of R.S. 56:10(B)(15).

4	(2) The fee for Class "D" driver's licenses, or renewal of a Class "D" driver's
5 license, issued to bona fide residents of the city of New Orleans shall be fifty-four
6 sixty dollars, fifteen dollars of which shall be payable by the department to the board
7 of trustees of the police pension fund of the city of New Orleans. One dollar and
8 eighty-four cents of the fee shall be paid to the Louisiana State Police Retirement
9 System Fund. One dollar Seven dollars and fifty cents of the fee shall be forwarded
10 by the department to the litter abatement account which is created within the
11 Conservation Fund through the provisions of R.S. 56:10(B)(15).

13	(5) Every applicant for a Class "E" driver's license, or for a renewal of a Class
14 "E" driver's license, except those bona fide residents of the city of New Orleans, shall
15 pay for such basic license a fee of twenty six dollars and twenty-five cents, which
16 shall be the cost of such basic license. Five dollars and sixty-three cents of the fee
17 shall be paid to the Louisiana State Police Retirement System Fund. One dollar
18 Seven dollars and fifty cents of the fee shall be forwarded by the department to the
19 litter abatement account which is created within the Conservation Fund through the
20 provisions of R.S. 56:10(B)(15).
21	(6) The fee for a Class "E" driver's license, or renewal of a Class "E" driver's
22 license, issued to bona fide residents of the city of New Orleans shall be twenty six
23 dollars and twenty-five cents, three dollars and seventy-five cents of which shall be
24 paid by the department to the board of trustees of the police pension funds of the city
25 of New Orleans. Three dollars and seventy-five cents of the fee shall be paid to the
26 Louisiana State Police Retirement System Fund. One dollar Seven dollars and fifty
27 cents of the fee shall be forwarded by the department to the litter abatement account
28 which is created within the Conservation Fund through the provisions of R.S.

1	B.(1) Every applicant for a Class "A", "B", or "C" commercial driver's
2 license, or for a renewal of a basic Class "A", "B", or "C" commercial driver's
3 license, except for those bona fide residents of the city of New Orleans, shall pay for
4 such basic license a fee of sixty-one sixty-seven dollars and fifty cents. Sixteen
5 dollars and twenty cents of the fee shall be paid to the Louisiana State Police
6 Retirement System Fund. One dollar Seven dollars and fifty cents of the fee shall be
7 forwarded by the department to the litter abatement account which is created within
8 the Conservation Fund through the provisions of R.S. 56:10(B)(15).
9	(2) The fee for a basic Class "A", "B", or "C" commercial driver's license, or
10 for the renewal of a basic Class "A", "B", or "C" commercial driver's license, issued
11 to bona fide residents of the city of New Orleans shall be seventy-six eighty-two
12 dollars and fifty cents, fifteen dollars of which fee shall be paid by the department
13 to the board of trustees of the police pension fund of the city of New Orleans. Fifteen
14 dollars of the fee shall be paid to the Louisiana State Police Retirement System Fund.
15 One dollar Seven dollars and fifty cents of the fee shall be forwarded by the
16 department to the litter abatement account which is created within the Conservation
17 Fund through the provisions of R.S. 56:10(B)(15).

21	(e)(i)(aa) Every applicant seventy years of age or older for a Class "E"
22 driver's license, or for the renewal of a Class "E" driver's license, except those bona
23 fide residents of the city of New Orleans, shall pay for such basic license a fee of six
24 twelve dollars and seventy-five cents, which shall be the cost of the license. The
25 license shall expire on the anniversary of the birthday of the applicant which is
26 nearest to a date of six years subsequent to the issuing of the license, unless revoked,
27 canceled, or suspended.

3 cents of the fee shall be paid to the State Police Pension and Retirement Fund. One

5 to the litter abatement account which is created within the Conservation Fund
6 through the provisions of R.S. 56:10(B)(15).
7	(dd)(I) Every applicant seventy years of age or older for a Class "D" driver's
8 license, or for the renewal of a Class "D" driver's license, issued to bona fide
9 residents of the city of New Orleans, shall pay for such basic license a fee of twenty-
10 seven thirty-three dollars and seventy-five cents, which shall be the cost of the
11 license. This license shall expire on the anniversary of the birthday of the applicant
12 which is nearest to a date of six years subsequent to the issuing of the license, unless
13 revoked, canceled, or suspended.

15	(ee) Seven dollars and fifty cents of the fee shall be payable by the
16 department to the board of trustees of the police pension fund of the city of New
17 Orleans. Ninety-two cents of the fee shall be paid to the State Police Pension and
18 Retirement Fund. One dollar Seven dollars and fifty cents of the fee shall be
19 forwarded by the department to the litter abatement account which is created within
20 the Conservation Fund through the provisions of R.S. 56:10(B)(15).

22 Section 2.  The provisions of this Act shall cease to exist two years from the effective
23date of this Act.

Present law specifies that every applicant for a Class "D" driver's license, or renewal of a
Class "D" driver's license, except those bona fide residents of New Orleans, must pay for
such basic license fee of $42.75.  Requires that $11.15 be paid to the La. State Police
Retirement System Fund.  Specifies that the remaining $1.50 of the fee will be forwarded
by the department to the litter abatement account.
Proposed law increases the basic license fee in present law from $42.75 to $48.75 and
changes the fee to be forwarded to the litter abatement account from $1.50 to $7.50.
Present law  requires the fee for Class "D" driver's licenses, or renewal of a Class "D"
driver's license, issued to bona fide residents of the city of New Orleans be $54, $15 of
which must be payable by the department to the board of trustees of the police pension fund
of the city of New Orleans.  Further requires $1.84 of the fee be paid to the La. State Police
Retirement System Fund.  Additionally $1.50 of the fee be forwarded by the department to
the litter abatement account.
Proposed law increases the fee for Class "D" driver's licenses renewal issued to bona fide
residents of the city of New Orleans from $54 to $60 and changes the fee to be forwarded
to  to the litter abatement account from $1.50 to $7.50.
Present law  specifies that every applicant for a Class "E" driver's license, or for a renewal
of a Class "E" driver's license, except those bona fide residents of the city of New Orleans,
must pay a basic license a fee of $20.25, which is the cost of the basic license. Requires
$5.63 of the fee be paid to the La. State Police Retirement System Fund.  Additionally $1.50
of the fee forwarded by the department to the litter abatement account.
Proposed law increases the  basic license fee for a Class "E" driver's license, or for a renewal
of a Class "E" driver's license from $20.25 to $26.25 and changes the fee to be forwarded
to  the litter abatement account from $1.50 to $7.50.
Present law  specifies that the fee for a Class "E" driver's license, or renewal of a Class "E"
driver's license, issued to bona fide residents of the city of New Orleans must be $20.25,
$3.75 of which must be paid by the department to the board of trustees of the police pension
funds of the city of New Orleans.  Requires that $3.75 of the fee be paid to the La. State
Police Retirement System Fund.  Additionally $1.50 of the fee be forwarded by the
department to the litter abatement account.
Proposed law increases the fee for a Class "E" driver's license, or for a renewal of a Class
"E" driver's license from $20.25 to $26.25 for the bona fide residents of the city of New
Orleans and changes the fee to be forwarded to the litter abatement account from $1.50 to
$7.50.
Present law requires that every applicant for a Class "A", "B", or "C" commercial driver's
license, or for a renewal of a basic Class "A", "B", or "C" commercial driver's license, except
for those bona fide residents of the city of New Orleans, to pay the basic license fee of
$61.50.  Further requires $16.25 of the fee be paid to the La. State Police Retirement System
Fund.  Additionally $1.50 of the fee is to be forwarded by the department to the litter
abatement account.
Proposed law increases the commercial driver's license, or a renewal of a basic Class "A",
"B", or "C" commercial driver's license, from $61 to $66 and changes the fee to be
forwarded to the litter abatement account from $1.50 to $7.50.
Present law specifies that the fee for a basic Class "A", "B", or "C" commercial driver's
license, or for the renewal of a basic Class "A", "B", or "C" commercial driver's license,
issued to bona fide residents of the city of New Orleans must be $76.50, $15 of which fee
must be paid by the department to the board of trustees of the police pension fund of the city
of New Orleans. Further specifies $15 of the fee be paid to the Louisiana State Police

Retirement System Fund.  Additionally $1.50 of the fee must be forwarded by the
department to the litter abatement account.
Proposed law increases the commercial driver's license, or a renewal of a basic Class "A",
"B", or "C" commercial driver's license, from $76.50 to $82.50 and changes the fee to be
forwarded to the litter abatement account from $1.50 to $7.50.
Present law  specifies that every applicant 70 years of age or older for a Class "E" driver's
license, or for the renewal of a Class "E" driver's license, except those bona fide residents
of the city of New Orleans, must pay the basic license fee of six dollars and seventy- five
cents, which is the cost of the license.  Further specifies the license will expire on the
anniversary of the birthday of the applicant which is nearest to a date of six years subsequent
to the issuing of the license, unless revoked, canceled, or suspended.
Proposed law increases the amount every applicant 70 years of age or older for a Class "E" 
driver's license, or for the renewal of a Class "E" driver's license, from $6.75 to $12.75 and
changes the fee to be forwarded to the litter abatement account from $1.50 to $7.50.
Present law specifies that 75¢ of the fee must be paid to the office of state police.  Further
specifies that $2.75 of the fee must be paid to the La. State Police Retirement System Fund.
Additionally, $1.50 of the fee must be forwarded by the department to the litter abatement
account.
Proposed law changes the fee to be forwarded to the litter abatement account from $1.50 to
$7.50.
Present law  specifies that every applicant 70 years of age or older for a Class "D" driver's
license, or for the renewal of a Class "D" driver's license, except those bona fide residents
of the city of New Orleans, must pay the basic license fee of $22.13, which is the cost of the
license.  Further specifies that the license will expire on the anniversary of the birthday of
the applicant which is nearest to a date of six years subsequent to the issuing of the license,
unless revoked, canceled, or suspended.
Proposed law increases the fee that every applicant 70 years of age or older for a Class "D"
driver's license, or for the renewal of a Class "D" basic driver's license from $22.13 to
$28.13.
Present law specifies that $5.56 of the fee must be paid to the Louisiana State Police Pension
and Retirement System Fund.  Further specifies that $1.50 of the fee must be forwarded by
the department to the litter abatement account.
Proposed law changes the fee to be forwarded to the litter abatement account from $1.50 to
$7.50.

Proposed law increases the fee that every applicant 70 years of age or older of a Class "D"
driver's license, or for the renewal of a Class "D" driver's license must pay from $27.75 to 
$33.75.
Present law specifies that $7.50 of the fee must be payable by the department to the board
of trustees of the police pension fund of the city of New Orleans.  Requires 92¢ of the fee 
be paid to the State Police Pension and Retirement Fund.  Further specifies that $1.50 of the
fee must be forwarded by the department to the litter abatement account.
Proposed law changes the fee to be forwarded to the litter abatement account from $1.50 to
$7.50.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Increase the driver's license fee for all classes of drivers (Class A, B, C, D,
and E) by $6.00 as an additional source of revenue and require those funds
be forwarded to the litter abatement account.
2. Add a two-year sunset law on this Act.
3. Make technical changes.
