Abstract:  Defines "zero emission vehicles" and provides an exception from unauthorized acts for
the direct sale of zero emission vehicles by certain manufacturers.
Proposed law defines "zero emission vehicles" as a vehicle that emits no exhaust gas from the
onboard source of power, other than the water vapor.
Proposed law specifies unauthorized acts to include an exception for the direct sale of zero emission
vehicles manufacturers in present law.  Specifies that present law does not apply to a manufacturer
that has not previously offered a franchise to an independent dealer in the state and produces only
zero emission vehicles to own, operate, or control a new motor vehicle dealership that sells new
vehicles that are only of that manufacturers makes or lines, or to own, operate, control, or contract
with companies that provide financing, leasing, or service for vehicles that are of that manufacturer's
makes or lines.
