RÉSUMÉ DIGEST ACT 154 (HB 551) 2024 Regular Session Brass Existing law establishes the Dual Enrollment Framework Task Force to make recommendations for a statewide dual enrollment framework to provide universal access to dual enrollment courses. New law adds one member to the task force, the president of the La. Assoc. for Career and Technical Education. Existing law requires the task force to develop recommendations for the establishment of a statewide dual enrollment framework by reviewing existing laws, policies, and efforts in La. and other states on dual enrollment, course choice, student remediation, articulation and transfer, and transition courses. New law expands the review to include career pathways and technical high schools. Existing law authorizes the task force to identify a process to guarantee that dual enrollment courses articulate to the appropriate public postsecondary education institution. New law expands this to include advancing a student's progress toward postsecondary technical certificates, diplomas, and degrees and related industry-based certifications. New law further authorizes the task force to identify processes to: (1)Identify opportunities for expanding career-relevant college credit and industry-based credentials through dual enrollment, including by establishing regional technical high schools operated by partnerships of one or more school districts and one or more public colleges or universities. (2)Expand virtual instruction programs to increase the participation of dual enrollment course offerings. Effective August 1, 2024.
