HOUSE BILL NO. 562

DISTRICTS/SPECIAL:  Provides relative to the boundaries of the New Orleans Exhibition
Hall Authority Economic Growth and Development District
1	AN ACT
2To amend and reenact R.S. 33:130.862(A), relative to the New Orleans Exhibition Hall
3 Authority Economic Growth and Development District; to provide relative to the
4 boundaries of the district; to provide for effective date; and to provide for related
5 matters.
6	Notice of intention to introduce this Act has been published
7	as provided by Article III, Section 13 of the Constitution of
8	Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 33:130.862(A) is hereby amended and reenacted to read as follows:
11 ยง130.862.  New Orleans Exhibition Hall Authority Economic Growth and
12	Development District; creation; territorial jurisdiction
13	A.  The New Orleans Exhibition Hall Authority Economic Growth and
14 Development District, a body politic and corporate, referred to in this Subpart as the
15 "district", is hereby created in the city of New Orleans, referred to in this Subpart as
16 the "city".  The district shall be comprised of all of the property bounded by the
17 floodwall at Girod Street to Market Street, Market Street to Tchoupitoulas Street,
18 north on Tchoupitoulas Street to Euterpe Street, west on Euterpe Street to Chippewa
19 Street (as if extended), north on Chippewa Street (extended) to Melpomene Street,
20 west on Melpomene Street to Annunciation Street, north on Annunciation Street to

1 Thalia Street, east on Thalia Street to St. Thomas Street (extended), north on
2 St. Thomas Street (as if extended) to Calliope Street riverbound, east on Calliope
3 Street riverbound to Convention Center Boulevard, north on Convention Center
4 Boulevard to Gaiennie Street, west on Gaiennie Street to South Peters Street, north
5 on South Peters Street to Andrew Higgins Drive, East on Andrew Higgins Drive to
6 Convention Center Boulevard, north on Convention Center Boulevard to Girod
7 Street, and east on Girod Street to the floodwall, referred to in this Subpart as the
8 "property".

10 Section 2.  This Act shall become effective upon signature by the governor or, if not
11signed by the governor, upon expiration of the time for bills to become law without signature
12by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
13vetoed by the governor and subsequently approved by the legislature, this Act shall become
14effective on the day following such approval.

Abstract:  Changes the boundaries of the New Orleans Exhibition Hall Authority Economic
Growth and Development District.
Proposed law creates the New Orleans Exhibition Hall Authority Economic Growth and
Development District as a political subdivision of the state to provide for cooperative
economic and community development among the district, the city, the state, and the owners
of property in the district, to enhance the development of and improvement to the property
within the area of the district, and to promote economic growth, safety, and development. 
Provides that the district's board shall be composed of those members and officers duly
appointed to and serving on the board of commissioners of the New Orleans Exhibition Hall
Authority.  Provides for the powers and duties of the district.
Proposed law retains present law.
Proposed law provides for the boundaries of district.  Proposed law makes changes to the
district's boundaries.
Effective upon signature of governor or lapse of time for gubernatorial action.
