Abstract: Changes the membership of the sewerage and water board of New Orleans.
Present law provides that the public water, sewerage, and drainage systems of the city of New
Orleans shall be constructed, controlled, maintained, and operated by the sewerage and water board
of New Orleans.
Proposed law retains present law.
Present law provides that the board shall be composed as follows:
(1)The mayor.
(2)The chair of the Public Works, Sanitation and Environment Committee of the New Orleans
city council, a member of the committee appointed by the chair, or a civil engineer appointed
by the chair.
(2)Two syndicate members of the board of liquidation, city debt, to be appointed by the mayor
on the recommendation of the board of liquidation, city debt.
(3)Seven citizens, to be appointed by the mayor, with the advice and consent of the city council
from a list of nominees submitted by the sewerage and water board selection committee.
Present law requires citizen members to be registered voters in Orleans Parish and to have been a
domiciliary of the parish for two years previous to their appointment.  Further requires that vacancies
occurring in mayoral appointments be filled in the manner of the original appointment.
Present law provides that no person who is a stockholder or bondholder in any sewerage or
waterworks company or who holds any public office yielding emoluments to the holder other than
those specified in present law shall be eligible for appointment to the board.
Proposed law removes present law and instead provides that the board shall be comprised of the
seven members of the governing authority of New Orleans.
Proposed law provides that the provisions of proposed law shall take effect and become operative
on the first day of Jan. following an election where a majority of the voters of the city of New
Orleans approve an amendment to the home rule charter of the city to change the composition of the board to provide the identical composition of the board as contained in proposed law.  Further
provides that the terms of members of the board in office on the first day of Jan. shall terminate on
that date.
