HLS 24RS-868 ORIGINAL 2024 Regular Session HOUSE BILL NO. 575 BY REPRESENTATIVE HUGHES DISTRICTS/COMMUNICATIONS: Provides relative to the membership of the Orleans Parish Communications District 1 AN ACT 2To amend and reenact Section 4(A) and (D) of Act No. 155 of the 1982 Regular Session of 3 the Legislature, relative to the Orleans Parish Communications District; to provide 4 relative to the district's board of commissioners; to provide relative to the executive 5 director; and to provide for related matters. 6 Notice of intention to introduce this Act has been published 7 as provided by Article III, Section 13 of the Constitution of 8 Louisiana. 9Be it enacted by the Legislature of Louisiana: 10 Section 1. Section 4(A) and (D) of Act No. 155 of the 1982 Regular Session of the 11Legislature is hereby amended and reenacted to read as follows: 12 Section 4. Creation of district; jurisdiction; board of commissioners; powers 13 A.(1) The Orleans Parish Communication District, comprised of the parish 14 of Orleans, is hereby created with territorial jurisdiction extending throughout the 15 parish of Orleans. Its governing authority shall be a seven-member board of 16 commissioners, hereinafter referred to as the "commission." 17 (2) The commission shall be composed of: 18 (a) the The Troop B Commander of the Louisiana State Police, . 19 (b) the The Commandant of the Louisiana Army National Guard (Jackson 20 Barracks Unit), . HLS 24RS-868 ORIGINAL HB NO. 575 1 (c) the The Superintendent of the New Orleans Police Department, . 2 (d) the The Superintendent of the New Orleans Fire Department, . 3 (e) the The Director of the New Orleans Health Department, . 4 (f) the The Director of the Office of Civil Defense for the City of New 5 Orleans, . 6 the Assistant Secretary of the Office of Charity Hospital in New Orleans, and 7 two at large members to be appointed by the mayor if needed to assure minority 8 representation 9 (g) The president of the city council shall appoint four members with the 10 advice and consent of the council. 11 (h) The speaker of the Louisiana House of Representatives. 12 (i) The president of the Louisiana Senate. 13 (3) Each member except those appointed pursuant to (2)(g) of this 14 Subsection may appoint and designate a person to serve in his stead as member of 15 the commission, which appointment shall not preclude the appointing member from 16 serving as a member in person, instead of through a person so appointed. After a 17 person has been so appointed, the appointment may not be revoked or changed until 18 the appointing member has given the commission notice of his intention to revoke 19 or change the appointment by deposit of such notice by certified mail in the United 20 States mail system, at least ninety days prior to the effectiveness of the revocation 21 or change of appointment. The commission may by a majority vote increase the 22 membership fo the commission by adding additional agencies. 23 * * * 24 D. The commission shall have authority to employ such employees, experts, 25 and consultants as it may deem necessary to assist the commission in the discharge 26 of its responsibilities to the extent that funds are made available. The appointment 27 of an executive director is subject to city council confirmation. The commission 28 shall submit its annual budget to the New Orleans City Council for its approval. Present law creates the Orleans Parish Communications District to operate 911 emergency service in the district. Provides that the district is governed by a board of commissioners. Present law, retained by proposed law, includes the following among the members of the board of commissioners: (1)The Troop B commander of the La. State Police. (2)The commandant of the La. Army National Guard (Jackson Barracks Unit). (3)The superintendent of the New Orleans Police Department. (4)The superintendent of the New Orleans Fire Department. (5)The director of the New Orleans Health Department. (6)The director of the Office of Civil Defense for the City of New Orleans. Proposed law removes from the board assistant secretary of the Office of Charity Hospital in New Orleans and two members appointed by the mayor if needed to assure minority representation. Proposed law adds to the board four members appointed by the president of the city council with the advice and consent of the council, the speaker of the La. House of Representatives and the president of the La. Senate. Present law authorizes the commission to employ employees, experts, and consultants as it deems necessary to assist the commission in the discharge of its responsibilities to the extent that funds are made available. Proposed law provides that the appointment of an executive director is subject to city council confirmation.
