Section 4(A) and (D) of Act No. 155 of the 1982 Regular Session of the 11Legislature is hereby amended and reenacted to read as follows: 12 Section 4. Creation of district; jurisdiction; board of commissioners; powers 13 A.(1) The Orleans Parish Communication District, comprised of the parish 14 of Orleans, is hereby created with territorial jurisdiction extending throughout the 15 parish of Orleans. Its governing authority shall be a seven-member board of 16 commissioners, hereinafter referred to as the "commission." 17 (2) The commission shall be composed of: 18 (a) the The Troop B Commander of the Louisiana State Police,. 19 superintendent of state police. HLS 24RS-868 REENGROSSED HB NO. 575 1 (b) the The Commandant of the Louisiana Army National Guard (Jackson 2 Barracks Unit), . 3 (c) the The Superintendent of the New Orleans Police Department, . 4 (d) the The Superintendent of the New Orleans Fire Department, . 5 (e) the The Director of the New Orleans Health Department, . 6 (f) the The Director of the Office of Civil Defense for the City of New 7 Orleans,. 8 the Assistant Secretary of the Office of Charity Hospital in New Orleans, and 9 two at large members to be appointed by the mayor if needed to assure minority 10 representation 11 (g) Four members appointed by the president of the city council with the 12 advice and consent of the council. 13 (h) The speaker of the Louisiana House of Representatives. 14 (i) The president of the Louisiana Senate. 15 (3) Each member except those appointed pursuant to Subparagraph (2)(g) 16 of this Subsection may appoint and designate a person to serve in his stead as 17 member of the commission, which appointment shall not preclude the appointing 18 member from serving as a member in person, instead of through a person so 19 appointed. After a person has been so appointed, the appointment may not be 20 revoked or changed until the appointing member has given the commission notice 21 of his intention to revoke or change the appointment by deposit of such notice by 22 certified mail in the United States mail system, at least ninety days prior to the 23 effectiveness of the revocation or change of appointment. The commission may by 24 a majority vote increase the membership fo the commission by adding additional 25 agencies. 26 * * * 27 D. The commission shall have authority to employ such employees, experts, 28 and consultants as it may deem necessary to assist the commission in the discharge 29 of its responsibilities to the extent that funds are made available. Present law creates the Orleans Parish Communications District to operate 911 emergency service in the district. Provides that the district is governed by a board of commissioners. Present law, retained by proposed law, includes the following among the members of the board of commissioners: (1)The commandant of the La. Army National Guard (Jackson Barracks Unit). (2)The superintendent of the New Orleans Police Dept. (3)The superintendent of the New Orleans Fire Dept. (4)The director of the New Orleans Health Dept. (5)The director of the Office of Civil Defense for the City of New Orleans. Proposed law replaces the Troop B commander of the La. State Police with the superintendent of state police. Proposed law removes from the board assistant secretary of the Office of Charity Hospital in New Orleans and two members appointed by the mayor if needed to assure minority representation. Present law authorizes each ex officio member to appoint and designate a person to serve in his stead. Proposed law adds to the board four members appointed by the president of the city council with the advice and consent of the council, the speaker of the La. House of Representatives and the president of the La. Senate. Present law authorizes the commission to employ employees, experts, and consultants as it deems necessary to assist the commission in the discharge of its responsibilities to the extent that funds are made available. Proposed law provides that the appointment of an executive director is subject to city council confirmation.
