DISTRICTS/COMMUNICATIONS:  Provides relative to the membership of the Orleans
Parish Communications District
Synopsis of Senate Amendments
1.Add the director of Orleans Parish Emergency Medical Services to the district's
board.
Digest of Bill as Finally Passed by Senate
Present law creates the Orleans Parish Communications District to operate 911 emergency
service in the district.  Provides that the district is governed by a board of commissioners.
Present law, retained by proposed law, includes the following among the members of the
board of commissioners:
(1)The commandant of the La. Army National Guard (Jackson Barracks Unit).
(2)The superintendent of the New Orleans Police Dept.
(3)The superintendent of the New Orleans Fire Dept.
(4)The director of the New Orleans Health Dept.
(5)The director of the Office of Civil Defense for the City of New Orleans.
Proposed law replaces the Troop B commander of the La. State Police with the
superintendent of state police.
Proposed law removes from the board assistant secretary of the Office of Charity Hospital
in New Orleans and two members appointed by the mayor if needed to assure minority
representation.
Present law authorizes each ex officio member to appoint and designate a person to serve in
his stead.
Proposed law adds to the board:  the director of Orleans Parish Emergency Medical Services;
four members appointed by the president of the city council with the advice and consent of
the council; the speaker of the La. House of Representatives; and the president of the La.
Senate.
Present law authorizes the commission to employ employees, experts, and consultants as it
deems necessary to assist the commission in the discharge of its responsibilities to the extent
that funds are made available.
Proposed law provides that the appointment of an executive director is subject to city council
confirmation.
