DISTRICTS/COMMUNICATIONS:  Provides relative to the membership of the Orleans Parish
Communications District
Report adopts Senate amendments to:
1. Add the director of New Orleans Emergency Medical Services to the district's board.
Report amends the bill to:
1. Make additional changes to board membership.
2. Remove proposed law requiring city council confirmation of the person appointed as the
executive director of the communication district.
Digest of the bill as proposed by the Conference Committee
Present law creates the Orleans Parish Communications District to operate 911 emergency service
in the district.  Provides that the district is governed by a board of commissioners.
Present law, retained by proposed law, includes the following among the members of the board of
commissioners:
(1)The commandant of the La. Army National Guard (Jackson Barracks Unit).
(2)The superintendent of the New Orleans Police Dept.
(3)The superintendent of the New Orleans Fire Dept.
(4)The director of the New Orleans Health Dept.
Proposed law replaces the Troop B commander of the La. State Police with the superintendent of state police.
Proposed law removes the following from the board;  the director of the Office of Civil Defense for
the City of New Orleans, the assistant secretary of the Office of Charity Hospital in New Orleans,
and two members appointed by the mayor if needed to assure minority representation.
Proposed law adds the following to the board: 
(1)Two members of the La. House of Representatives who are members of the Orleans
Delegation appointed by the speaker.
(2)One member of the La. Senate who is a member of the Orleans Delegation appointed by the
president.
(3)The director of the New Orleans Emergency Medical Services Dept.
(4)Two at large members appointed by the president of the New Orleans City Council with the
advice and consent of the council.  Proposed law provides that the appointees shall not be
employees of or contractors for the city or the district.
(5)The director of the Office of Homeland Security and Emergency Preparedness for the city
of New Orleans.
(6)The chief executive officer of University Medical Center of New Orleans.
(7)A representative of the Orleans Parish Medical Society appointed by the governing authority
of the society.
Present law authorizes each ex officio member to appoint and designate a person to serve in his
stead.
