HOUSE BILL NO. 593
BY REPRESENTATIVE HILFERTY
SEWERAGE/N O WATER BD:  Provides for a transfer of the employees of the New
Orleans sewerage and water board from the city civil service system to the state civil
service system
1	AN ACT
2To amend and reenact R.S. 33:4076, relative to the sewerage and water board of New
3 Orleans; to provide relative to the employees of the board; to provide for their
4 transfer from the civil service of the city of New Orleans to the state civil service;
5 and to provide for related matters.
6	Notice of intention to introduce this Act has been published
7	as provided by Article III, Section 13 of the Constitution of
8	Louisiana.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 33:4076 is hereby amended and reenacted to read as follows:
11 ยง4076.  Employees of board; civil service
12	The board may employ all necessary clerks, engineers, firemen, and other
13 skilled and unskilled employees necessary and proper to the efficient administration,
14 operation and control of the public sewerage, water, and drainage systems.  All the
15 employees, except unskilled laborers, shall be appointed only after they have passed
16 the civil service examination administered by the civil service commissioners of the
17 city of New Orleans state civil service.  They shall hold their positions during good
18 behavior and shall be removed only for cause.  Nothing herein shall be construed as
19 preventing the board from dispensing with the services of unnecessary employees.

1 Civil service rules shall not apply to the executive director, the general
2 superintendent, or the Board of Advisory Engineers.
3 Section 2.  The State Civil Service Commission and the city civil service commission
4of New Orleans shall cooperatively develop a plan for the transfer of all employees of the
5sewerage and water board of New Orleans to the state civil service.  The plan shall be fully
6implemented and all such employees shall be subject to the administration of state civil
7service within one year of the effective date of this Act

Abstract:  Provides for the transfer of the employees of the New Orleans sewerage and
water board from city civil service to state civil service.
Present law provides that the public water, sewerage, and drainage systems of the city of
New Orleans shall be constructed, controlled, maintained, and operated by the sewerage and
water board of New Orleans.
Proposed law retains present law.
Present law authorizes the board to employ clerks, engineers, firemen, and other skilled and
unskilled employees necessary and proper to the efficient administration, operation and
control of the public sewerage, water, and drainage systems.  Provides that all employees,
except unskilled laborers, shall be appointed only after they have passed a civil service
examination.
Present law requires passage of civil service exams administered by the civil service
commissioners of the city of New Orleans.
Proposed law requires passage of civil service exams administered by state civil service.
Proposed law provides for the transfer of all employees of the sewerage and water board to
state civil service.  Requires the city civil service and state civil service to coordinate the
transfer so that all employees are transferred within one year of the effective date of
proposed law.
