ENROLLED ACT No. 384 2024 Regular Session HOUSE BILL NO. 593 BY REPRESENTATIVE HILFERTY 1 AN ACT 2 To amend and reenact R.S. 33:4076, relative to the sewerage and water board of New 3 Orleans; to provide relative to the employees of the board; to provide relative to 4 residency requirements; and to provide for related matters. 5 Notice of intention to introduce this Act has been published 6 as provided by Article III, Section 13 of the Constitution of 7 Louisiana. 8 Be it enacted by the Legislature of Louisiana: 9 Section 1. R.S. 33:4076 is hereby amended and reenacted to read as follows: 10 ยง4076. Employees of board; civil service 11 The board may employ all necessary clerks, engineers, firemen, and other 12 skilled and unskilled employees necessary and proper to the efficient administration, 13 operation and control of the public sewerage, water, and drainage systems. All the 14 employees, except unskilled laborers, shall be appointed only after they have passed 15 the civil service examination administered by the civil service commissioners of the 16 city of New Orleans. Other than executive management positions, if an employment 17 position cannot be filled with a New Orleans resident within ninety days after the 18 position has been advertised, the board may employ a person who is not a New 19 Orleans resident and who shall remain exempt from the city's residency requirement 20 for the duration of his employment. They shall hold their positions during good 21 behavior and shall be removed only for cause. Nothing herein shall be construed as 22 preventing the board from dispensing with the services of unnecessary employees. HB NO. 593 ENROLLED 1 Civil service rules shall not apply to the executive director, the general 2 superintendent, or the Board of Advisory Engineers. 3 Section 2. The State Civil Service Commission and the Civil Service Commission 4 of the City of New Orleans shall cooperatively develop a plan for the transfer of all 5 employees of the sewerage and water board of New Orleans to the state civil service. The 6 plan shall be fully implemented and all such employees shall be subject to the administration 7 of state civil service within one year of the effective date of this Act.
