Abstract:  Authorizes the sewerage and water board of New Orleans to hire employees from outside
the municipality under specified circumstances.
Present law provides that the public water, sewerage, and drainage systems of the city of New
Orleans shall be constructed, controlled, maintained, and operated by the sewerage and water board
of New Orleans.
Proposed law retains present law.
Present law authorizes the board to employ clerks, engineers, firemen, and other skilled and
unskilled employees necessary and proper to the efficient administration, operation and control of
the public sewerage, water, and drainage systems.  Provides that all employees, except unskilled
laborers, shall be appointed only after they have passed a civil service examination administered by
the civil service commissioners of the city of New Orleans.
Proposed law retains present law.
Proposed law provides that if an employment position, other than executive management positions,
cannot be filled with a New Orleans resident within 90 days after the position has been advertised,
the board may employ a person who is not a New Orleans resident.

The Committee Amendments Proposed by House Committee on Municipal, Parochial and
Cultural Affairs to the original bill:
1. Remove proposed law transferring sewerage and water board employees from the city
civil service system to the state civil service system.
2. Add proposed law providing relative to residency requirements for employees.
