[R.S. 1:13(B) and 24:177(E)] HB 812 Engrossed 2024 Regular Session Romero Abstract: Provides for changes in the membership and meeting requirements of the Louisiana Crawfish Promotion and Research Board and provides for a certain term for the members of the board. Present law provides for the membership of the La. Crawfish Promotion and Research Board, consisting of 11 members appointed by the commissioner of agriculture and forestry. Proposed law modifies present law by changing the number of members from 11 to 13. Present law requires a member of the board who is engaged in crawfish farming or harvesting appointed from a list of three persons nominated by the La. Farm Bureau Federation. Proposed law modifies present law by increasing the number of board members engaged in crawfish farming or harvesting from one to three and increases the number of nominees appointed by the La. Farm Bureau Federation from three to six. Present law requires one member of the board who is an owner or operator of a facility that produces artificial crawfish bait. Proposed law modifies present law by requiring the member be engaged in the crawfish industry and be appointed from a list of three nominees submitted by an owner or operator of a facility that also sells artificial crawfish bait. Present law requires that each appointment made by the commissioner be submitted to the Senate for confirmation. Proposed law modifies present law by requiring that members of the board be appointed for terms concurrent with the term of the commissioner of agriculture and forestry, otherwise retains present law. Present law requires a majority of the members of the board to constitute a quorum for the transaction of business and requires an affirmative vote of a majority of the members who are present and voting for all official actions. Proposed law modifies present law by specifying that the majority of the board members voting on a business transaction be members who are appointed and serving on the board. Present law requires the board to meet quarterly and authorizes the board to meet at other times on the call of the chairman or the request of any four members. Prohibits the board from receiving per diem or mileage for more than twelve meetings in any calendar year. Proposed law modifies present law by changing the frequency of the board meetings from quarterly to a minimum of two meetings per calendar year.
