HOUSE BILL NO. 930

COSMETOLOGY:  Provides relative to cosmetology
1	AN ACT
2To amend and reenact R.S. 37:595(B)(1) and to enact R.S. 37:575(A)(18), relative to
3 cosmetology; to provide for the duties of the Louisiana State Board of Cosmetology;
4 to require the creation of a website by the board; to provide for the requirements for
5 cosmetology schools; to reduce the hours of instruction needed for a cosmetology
6 license; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 37:595(B)(1) is hereby amended and reenacted and R.S.
937:575(A)(18) is hereby enacted to read as follows: 
10 §575.  Powers and duties of the board
11	A.  The board shall be responsible for the control and regulation of the
12 practice of cosmetology and shall do all of the following:

15 and see their current status for cosmetology licensure.

1	B.  All registered cosmetology schools may offer one or more of the
2 following courses, and postsecondary schools shall offer one or more of the
3 following courses only as a postsecondary educational program:
4	(1)  A course of practical training and technical instruction extending over a
5 period of not less than nine seven consecutive months and including not less than
6 fifteen hundred one thousand hours for the basic course of cosmetology leading to
7 a cosmetology certificate sufficient to apply for licensure as a cosmetologist.  The
8 course of study shall include lectures, discussion, instructions, and mechanical
9 application.

Abstract: Provides relative to cosmetology.
Present law provides for the powers and duties of the La. State Bd. of Cosmetology (board).
Proposed law retains present law and requires the board to create and maintain a website that
allows applicants to apply, pay fees, and see their current status for cosmetology licensure.
Present law requires a course of practical training and technical instruction extending over
a period of not less than nine consecutive months and including not less than 1500 hours for
a cosmetology license.
Proposed law changes present law by reducing the hours required for a course to not less
than seven consecutive months and not less that 1000 hours of practical training and
technical instruction for cosmetology licensure.
