R.S. 14:97.1(A) is hereby amended and reenacted and R.S. 14:97.1(C) is 8hereby enacted to read as follows: 9 ยง97.1. Solicitation or offering on an interstate highway or a public street 10 A. Solicitation or offering on an interstate highway or a public street is the 11 intentional act of soliciting, begging, panhandling, offering or otherwise requesting 12 anything of value on any public street, interstate highway, or on any entrance or exit 13 ramp of an interstate highway. 14 * * * 15 C. For the purposes of this Section, "anything of value" means cash, 16 currency, coin, or any other financial instrument. 17 Section 2. The legislature finds that the safety and welfare of both motorists and 18pedestrians within this state may all be well served by implementation of this Act. Present law provides that the crime of solicitation on an interstate highway is the intentional act of soliciting, begging, panhandling or otherwise requesting anything of value on any interstate highway or on any entrance or exit ramp of an interstate highway. Proposed law prohibits offering anything of value as an alternative element of this present law crime. Further prohibits the commission of this offense on a public street. Proposed law provides for a definition of "anything of value". Proposed law provides that the legislature finds that the safety and welfare of both motorists and pedestrians within La. may all be well served by implementation of proposed law.
