HOUSE CONCURRENT RESOL UTION NO. 1
BY REPRESENTATIVE VILLIO
CRIMINAL/SENTENCING:  Provides relative to the training of members of the judiciary
with respect to diminution of sentence and release dates of offenders and the
development of training curriculum relative to parole eligibility
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Supreme Court and the Louisiana Judicial College to
3 conduct training to all members of the judiciary with respect to changes in
4 diminution of sentence and release dates of offenders which originated from
5 legislation in the 2024 Second Extraordinary Session of the Legislature and to further
6 urge and request the Department of Public Safety and Corrections to develop a
7 training curriculum relative to changes in parole eligibility of offenders.
8 WHEREAS, the Legislature of Louisiana recognizes that the optimal functioning of
9the Louisiana criminal justice system is vital to the safety, prosperity, and well-being of
10Louisiana and its citizens; and
11 WHEREAS, for many years, sentences for crimes committed in violation of
12Louisiana law were not clear and readily ascertainable to both victims and offenders; and 
13 WHEREAS, the mission of the Louisiana Supreme Court is to build and maintain
14public trust, to provide effective and efficient administration of justice, and to ensure the
15highest professional conduct, integrity, and competence of the state judiciary and the
16Louisiana State Bar Association; and
17 WHEREAS, the mission of the Louisiana Judicial College is to provide relevant
18professional development and training in order to ensure the timely, fair, impartial, and
19efficient administration of justice for all Louisiana citizens; and

1 WHEREAS, before the 2024 Second Extraordinary Session of the Legislature, the
2sentencing system in Louisiana has provided little information regarding the calculations of
3time an offender will serve before being released; and
4 WHEREAS, House Bill No. 10 of the 2024 Second Extraordinary Session of the
5Legislature provides for substantive changes to eligibility of good time credits for offenders
6and the elimination of earned compliance credits while on probation or parole; and
7 WHEREAS, in order to build upon the foundation of the Louisiana Supreme Court
8and the Louisiana Judicial College and given the comprehensive nature of the changes in
9diminution of sentence and release dates of offenders, it is imperative that training is
10conducted to all members of the judiciary with respect to any changes made from legislation
11in the 2024 Second Extraordinary Session of the Legislature of Louisiana; and
12 WHEREAS, the Legislature of Louisiana further urges the Department of Public
13Safety and Corrections to develop necessary training policies and procedures relative to
14parole eligibility of offenders.
15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
16urge and request Louisiana Supreme Court and the Louisiana Judicial College to conduct
17training to all members of the judiciary with respect to changes in diminution of sentence
18and release dates of offenders which originated from legislation in the 2024 Second
19Extraordinary Session of the Legislature.
20 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby further
21urge and request the Department of Public Safety and Corrections to develop a necessary
22training curriculum relative to changes in parole eligibility of offenders.
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
24chief justice of the Louisiana Supreme Court, to the co-chairs of the Louisiana Judicial
25College Board of Governors, and to the secretary of the Department of Public Safety and
26Corrections.
27 BE IT FURTHER RESOLVED that one print copy and one electronic copy of any
28report produced pursuant to this Resolution shall be submitted to the David R. Poynter
29Legislative Research Library as required by R.S. 24:772.
