HLS 24RS-3129 ORIGINAL 2024 Regular Session HOUSE CONCURRENT RESOL UTION NO. 136 BY REPRESENTATIVE TAYLOR HIGHWAYS: Urges and requests the Department of Transportation and Development to study road conditions on particular roadways that intersect with United States Highway 61 1 A CONCURRENT RESOL UTION 2To urge and request the Department of Transportation and Development to study the road 3 conditions on particular roadways that intersect with United States Highway 61. 4 WHEREAS, Airline Highway is a major corridor for East Baton Rouge Parish; and 5 WHEREAS, Carrollwood Drive, Belle Point Boulevard, and Belle Terre Boulevard 6have become concerning intersections due to the accident rates and fatalities; and 7 WHEREAS, St. John Parish is working towards a complete street improvement along 8Belle Terre Boulevard; and 9 WHEREAS, United States Highway 61 streetscape improvements in St. John the 10Baptist can go out to bid earlier than expected due to record-breaking funding from the 11Department of Transportation and Development; and 12 WHEREAS, the Department of Transportation and Development has received 13funding for streetscape improvements for Airline Highway; and 14 WHEREAS, street improvements are needed on the highway due to it being heavily 15traveled, old aged, and a main evacuation route in the state; and 16 WHEREAS, Airline Highway is considered as one of the most dangerous 17intersections in Baton Rouge; and 18 WHEREAS, there are several conflict points along the highway, including red lights 19which cause motorist to speed to beat the lights which have resulted in collisions; and Page 1 of 2 HLS 24RS-3129 ORIGINAL HCR NO. 136 1 WHEREAS, at the beginning of 2023, there was a public open house with the 2Department of Transportation and Development to discuss the proposed removal of the 3traffic signals which resulted in only one signal being removed; and 4 WHEREAS, improving this highway will be easier for people to access it as well as 5for local businesses during lunch hours; and 6 WHEREAS, not only are improvements needed for motorist, but also for pedestrians 7utilizing the streets; and 8 WHEREAS, Airline Highway consists of schools, senior living homes, and shopping 9centers which makes it common for traveling by foot to access these locations; and 10 WHEREAS, adding sidewalks, bicycle lanes, and efficient pedestrian call buttons 11will help alleviate accidents; and 12 WHEREAS, improvements to the highway will improve mobility and greatly reduce 13the number of severe crashes common to motorists and pedestrians utilizing the busy 14highway. 15 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 16urge and request the Department of Transportation and Development to study the road 17conditions on particular roadways that intersect with United States Highway 61. 18 BE IT FURTHER RESOLVED that the Department of Transportation and 19Development shall submit a report detailing its findings to the House Committee on 20Transportation, Highways and Public Works and the Senate Committee on Transportation, 21Highways, and Public Works by August 1, 2025. 22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 23secretary of the Department of Transportation and Development.
