HLS 24RS-1145 ORIGINAL 2024 Regular Session HOUSE CONCURRENT RESOL UTION NO. 18 BY REPRESENTATIVES BEAULLIEU, BOURRIAQUE, CARRIER, FARNUM, GEYMANN, ROMERO, AND TARVER AND SENATORS ABRAHAM, REESE, AND STINE MINERALS: Urges and requests the administration of President Biden to end its pause on pending approvals of liquefied natural gas exports 1 A CONCURRENT RESOL UTION 2To urge and request the administration of President Biden to end its pause on pending 3 approval of liquefied natural gas (LNG) exports. 4 WHEREAS, the oil and natural gas industry has historically provided thousands of 5high-paying jobs for Louisianans working in production or transportation of oil and natural 6gas, generating millions of dollars in annual revenue for state and local programs, and 7decreasing America's dependence on imported oil; and 8 WHEREAS, recent action by the federal government has temporarily paused pending 9approvals of liquefied natural gas exports; and 10 WHEREAS, a pause on approvals of liquefied natural gas exports will disrupt the 11global supply chain, causing national security and national defense problems; and 12 WHEREAS, the demand for fuel is not expected to decrease; and 13 WHEREAS, a decrease in world supply of liquefied natural gas would increase costs 14and hurt vulnerable populations the most; and 15 WHEREAS, contracts for the purchase of liquefied natural gas are long term, with 16there being a high importance to not interrupt or disrupt long-term contracts, as doing so 17could destabilize global markets; and 18 WHEREAS, Louisiana is home to the Haynesville Shale, a massive dry natural gas 19formation in Northwest Louisiana, and is well positioned to capitalize on the demand side 20of the industry; and Page 1 of 3 HLS 24RS-1145 ORIGINAL HCR NO. 18 1 WHEREAS, in Louisiana alone, oil and natural gas activities represent twenty-six 2percent of Louisiana's gross domestic product, and the industry accounts for over $4 billion 3in state and local tax revenue; and 4 WHEREAS, Louisiana is home to three of the top eight domestic LNG export 5terminals with at least three more projects approved and eight more in prefiling or proposed 6stages; and 7 WHEREAS, the oil and natural gas industry has invested over $108 billion in 8greenhouse gas mitigating technologies, contributing to a sharp decline in emission of CO2 9in the United States; and 10 WHEREAS, from 2000 to 2018 emissions declined sixty-seven percent in the United 11States relative to oil and gas production; and 12 WHEREAS, in the same period of time, carbon dioxide emissions in the rest of the 13world increased by twenty-nine percent; and 14 WHEREAS, the 2020 Louisiana Emissions Analysis, published by the Consumer 15Energy Alliance, a leading voice for sensible energy policies for families and businesses, 16found that emissions declined by seventy-one percent across the state since 1990; and 17 WHEREAS, during that same period of emissions reduction, Louisiana's gross 18domestic product surged one hundred seventy-seven percent; and 19 WHEREAS, broad and predictable access to offshore oil and natural gas resources 20will help support and grow more jobs and activity in Louisiana and the Gulf region, reduce 21America's reliance on overseas imports, and increase revenues to the state and its localities. 22 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 23urge and request the administration of President Biden to end its pause on pending approval 24of liquefied natural gas exports. 25 BE IT FURTHER RESOLVED that the Legislature of Louisiana also expresses its 26support of America's liquefied natural gas production and exportation to the benefit of 27American consumers and American workers and allows the inherent economic benefits 28thereof to be fully realized.
