HOUSE CONCURRENT RESOL UTION NO. 48
BY REPRESENTATIVE WRIGHT
HIGHWAYS/INTERSTATE:  Urges and requests the Department of Transportation and
Development to study I-12 express tolling operations compared to how other states
implement express tolling
1	A CONCURRENT RESOL UTION
2To urge and request the Department of Transportation and Development to study I-12
3 express tolling operations compared to the tolling practices of other states.
4 WHEREAS, the purpose of tolled managed lanes in other states is to keep traffic
5moving at a speed of at least 50 mph; and
6 WHEREAS, the traffic speeds are managed through dynamic pricing as it fluctuates
7based on congestion in the lanes; and
8 WHEREAS, the price increase helps keep express lanes from becoming congested;
9and
10 WHEREAS, the express lanes in some states are optional, price-managed lanes that
11complement existing interstates in some of the most congested corridors; and
12 WHEREAS, the operation of pricing aspects of the lanes, including all customer
13service functions in most states are managed by private-sectors in exchange for toll revenue
14from express lanes; and
15 WHEREAS, express lanes use FasTrak for the electronic collection of tolls; and
16 WHEREAS, the overhead electronic pricing signs display the toll rate required to use
17the express lanes for specific locations; and
18 WHEREAS, toll systems are fully electronic and roadside equipment recognizes the
19FasTrak tag to automatically deduct the toll from the prepaid balance of the account holder;

1 WHEREAS, collecting tolls makes it possible to carry out large infrastructure
2projects that are financed directly by users; and
3 WHEREAS, at minimum, the focus of the study shall be as follows:
4 (1) To develop a systematic, analytical framework and to evaluate the effect of the
5toll system's benefits.
6 (2)  To remedy problems before they occur; such as the effect tolling would have on
7the travel time for the citizens of Louisiana.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
9urge and request the Department of Transportation and Development to study the I-12
10express tolling compared to the toll practices of other states.
11 BE IT FURTHER RESOLVED that the department shall submit a written report to
12the House Committee on Transportation, Highways and Public Works detailing its findings 
13by January 1, 2025.
14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
15secretary of the Department of Transportation and Development.
