HOUSE CONCURRENT RESOL UTION NO. 9
BY REPRESENTATIVES KERNER, COATES, DEWITT, TRAVIS JOHNSON,
LACOMBE, JACOB LANDRY, MACK, ORGERON, RISER, STAGNI, AND
ZERINGUE
SEAFOOD:  Memorializes Congress to impose a quota or tariff on imported shrimp, crab
meat, and crawfish and to enact a buy plan for domestic shrimp, crab meat, and
crawfish
1	A CONCURRENT RESOL UTION
2To memorialize the United States Congress to take such actions as are necessary to impose
3 a quota or tariff on imported shrimp, crab meat, and crawfish and to enact a buy plan
4 for domestic shrimp, crab meat, and crawfish directly from domestic commercial
5 fishermen.
6 WHEREAS, the domestic fishing industry has faced severe hardships, such as
7Hurricane Ida and other natural disasters, repeated openings of the Bonnet Carre Spillway,
8unfair trade practices, illegal chemicals, rising inflation, gas prices, and supply chain issues;
9and
10 WHEREAS, in October of 2022, United States Congressman Garret Graves
11announced that the United States Department of Agriculture (USDA) purchased up to
12twenty-five million dollars of Gulf of Mexico and South Atlantic wild caught shrimp; and
13 WHEREAS, Section 32 of the Agricultural Adjustment Act authorizes the USDA to
14purchase domestic shrimp; and
15 WHEREAS, purchases such as this will help provide relief to Louisiana's shrimp
16industry; and
17 WHEREAS, Louisiana's seafood industry is the largest supplier in the country and
18the main economic driver in coastal areas; and

1 WHEREAS, more relief is necessary for the Louisiana seafood industry to compete
2with foreign importers; and
3 WHEREAS, strategies to ensure that domestic commercial fishermen are able to sell
4their products are necessary for the continued success of the Louisiana seafood industry; and
5 WHEREAS, plans to buy shrimp directly from domestic commercial shrimp
6fishermen are of vital importance to ensure the success of coastal communities that rely
7heavily on this industry.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
9memorialize the United States Congress to take such actions as are necessary to impose a
10quota or tariff on imported shrimp, crab meat, and crawfish and to enact a buy plan for
11domestic shrimp, crab meat, and crawfish directly from domestic commercial fishermen.
12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
13presiding officers of the Senate and the House of Representatives of the Congress of the
14United States of America and to each member of the Louisiana congressional delegation.
