HLS 24RS-4035 ORIGINAL 2024 Regular Session HOUSE RESOLUTION NO. 201 BY REPRESENTATIVE BRASS SPECIAL DAY/WEEK/MONTH: Commends the Ready Louisiana Coalition and designates May 21, 2024, as Early Education Day at the state capitol 1 A RESOLUTION 2To commend the Ready Louisiana Coalition and to designate Tuesday, May 21, 2024, as 3 Early Education Day at the state capitol. 4 WHEREAS, the Ready Louisiana Coalition is a bipartisan statewide organization 5formed in 2018 that is comprised of over one hundred sixty businesses, chambers, advocacy 6organizations, and early care and education professionals seeking sufficient investment in 7quality, affordable early care and education in Louisiana; and 8 WHEREAS, members of the Ready Louisiana Coalition believe that investing in 9quality, affordable early care and education will prepare students for a smart start in life, 10enable families to be productive in the workforce, and serve as an economic engine for local 11communities; and 12 WHEREAS, research shows that early experiences affect the development of the 13brain architecture, providing the foundation for all future learning, health, and social 14behaviors; and 15 WHEREAS, early years form the basis for cognition, literacy and learning, social and 16emotional development, physical development, and more; and 17 WHEREAS, ninety percent of brain development takes place between birth and age 18four; and 19 WHEREAS, because these early years are when the very foundation of the brain is 20built, children who begin school behind generally remain behind; and Page 1 of 2 HLS 24RS-4035 ORIGINAL HR NO. 201 1 WHEREAS, children who receive quality, affordable early care and education 2experience long-term improved outcomes in education, health, and social behaviors; and 3 WHEREAS, in Louisiana, an average family can spend as much as in-state college 4tuition on child care, which is often a considerable part of their household budget; and 5 WHEREAS, the current lack of quality, affordable early care and education harms 6all families and disproportionately impacts children of color and those in poverty during this 7critical age for early brain development; and 8 WHEREAS, lack of quality, affordable early care and education not only affects the 9workforce of tomorrow but also has a substantial impact on the workforce of today, in terms 10of both worker participation and productivity in Louisiana; and 11 WHEREAS, research has shown that there can be a thirteen percent return on public 12investment in quality, affordable early care and education; and 13 WHEREAS, child care issues and lost workforce participation and productivity have 14resulted in more than a $1.3 billion loss for Louisiana's economy; and 15 WHEREAS, the over one hundred sixty organizations from across Louisiana that 16comprise the Ready Louisiana Coalition are working to provide access to quality, affordable 17early care and education that will improve children's outcomes, strengthen their families, and 18build the economy. 19 THEREFORE, BE IT RESOLVED that the House of Representatives of the 20Legislature of Louisiana does hereby commend the Ready Louisiana Coalition and does 21hereby designate Tuesday, May 21, 2024, as Early Education Day at the state capitol.
