HOUSE RESOLUTION NO. 262

HEALTH/LDH:  Requests the Louisiana Department of Health to work with the Louisiana
State Board of Medical Examiners to study and make recommendations to establish
a more efficient process for licensing nondiagnostic technicians
1	A RESOLUTION
2To urge and request the Louisiana Department of Health to work with the Louisiana State
3 Board of Medical Examiners to study and make recommendations to establish a
4 more efficient process for licensing nondiagnostic technicians. 
5 WHEREAS, the clinical need for plasma-derived therapies has been steadily
6increasing for many years; and 
7 WHEREAS, plasma-derived medicines are often the only therapies for many rare and
8chronic diseases; and 
9 WHEREAS, there have been reports of patients having difficulty accessing two
10plasma-derived therapies, albumin and immune globulin, in the last decade; and 
11 WHEREAS, plasma donation center donors provide the source plasma needed to
12manufacture plasma-derived therapies to treat several chronic, rare conditions; and
13 WHEREAS, source plasma donation centers employ thousands of Louisiana
14residents and provide millions of dollars to local economies through wages, taxes, and donor
15fees; and
16 WHEREAS, source plasma donation centers provide excellent opportunities for
17entry-level jobs for high school graduates; and 
18 WHEREAS, there are more than twenty source plasma donation centers in this state;
19and

1 WHEREAS, employment of nondiagnostic technicians is critical to ensuring safe
2source plasma donations; and
3 WHEREAS, Louisiana has established licensing requirements for individual
4technicians unlike other states that establish licensing requirements at the clinic level; and 
5 WHEREAS, background checks are required as a part of the licensing of
6nondiagnostic technicians; and
7 WHEREAS, improving the efficiency of licensing employees of source plasma
8donation centers could more readily provide more access to source plasma and potential
9employment opportunities.
10 THEREFORE, BE IT RESOLVED that the House of Representatives of the 
11Legislature of Louisiana does hereby urge and request the Louisiana Department of Health
12to work with the Louisiana State Board of Medical Examiners to study and make
13recommendations to establish a more efficient process for licensing nondiagnostic
14technicians, which will benefit Louisiana residents who rely on plasma-derived therapies. 
15 BE IT FURTHER RESOLVED that the recommendations requested in this
16Resolution shall be submitted in the form of a written report to the House Committee on
17Health and Welfare by February 1, 2025.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19secretary of the Louisiana Department of Health and the executive director of the Louisiana
20State Board of Medical Examiners.
