COMMENDATIONS: Commends Fred Middleton on receiving the 2024 Deputy of the
Year Award from the Louisiana Sheriffs' Association
1 A RESOLUTION
2To commend Fred Middleton on receiving the 2024 Deputy of the Year Award from the
3 Louisiana Sheriffs' Association.
4 WHEREAS, Fred Middleton serves as the chief deputy under Sheriff David Hendrick
5of the Concordia Parish Sheriff's Office; and
6 WHEREAS, since taking the oath of office as chief deputy in 2020, Chief Deputy
7Middleton has shown exceptional initiative in the performance of his duties and worked
8tirelessly to improve the quality of life in his community; and
9 WHEREAS, Chief Deputy Middleton has worked to implement programs that benefit
10survivors of human trafficking, sexual assault, domestic violence, and child solicitation; with
11Sheriff Hendrick's approval, he developed a state-of-the-art Cyber Crime Unit (CCU) to
12enhance the Concordia Parish Sheriff's Office's investigative response to online predators,
13and he secured a partnership with Operation Underground Railroad to help cover the price
14of these improvements; and
15 WHEREAS, Chief Deputy Middleton played a major role in the addition of a victim
16advocate at the Concordia Parish Sheriff's Office; this advocate serves as a liaison between
17the CCU and victims; and
18 WHEREAS, Chief Middleton continues to work to enhance the CCU and recently
19obtained a $70,000 grant from the Louisiana Commission on Law Enforcement for an online
20victim recovery program; and

1 WHEREAS, the Louisiana Sheriff's Association and its president, Sheriff Doug
2Hebert, have chosen Concordia Parish Sheriff's Office chief deputy, Fred Middleton, as the
32024 Deputy of the Year for his inspiring work to improve his community; he is most
4deserving of the highest recognition for his dedication to the protection of victims of abuse.
5 THEREFORE, BE IT RESOLVED that the House of Representatives of the
6Legislature of Louisiana does hereby commend Fred Middleton on receiving the 2024
7Deputy of the Year Award from the Louisiana Sheriffs' Association and does hereby extend
8sincerest wishes that he continue his excellent work to improve the quality of life in
9Concordia Parish and the state of Louisiana.
