HOUSE RESOLUTION NO. 290

A RESOLUTION
To commend Fred Middleton on receiving the 2024 Deputy of the Year Award from the
Louisiana Sheriffs' Association.
WHEREAS, Fred Middleton serves as the chief deputy under Sheriff David Hendrick
of the Concordia Parish Sheriff's Office; and
WHEREAS, since taking the oath of office as chief deputy in 2020, Chief Deputy
Middleton has shown exceptional initiative in the performance of his duties and worked
tirelessly to improve the quality of life in his community; and
WHEREAS, Chief Deputy Middleton has worked to implement programs that benefit
survivors of human trafficking, sexual assault, domestic violence, and child solicitation; with
Sheriff Hendrick's approval, he developed a state-of-the-art Cyber Crime Unit (CCU) to
enhance the Concordia Parish Sheriff's Office's investigative response to online predators,
and he secured a partnership with Operation Underground Railroad to help cover the price
of these improvements; and
WHEREAS, Chief Deputy Middleton played a major role in the addition of a victim
advocate at the Concordia Parish Sheriff's Office; this advocate serves as a liaison between
the CCU and victims; and
WHEREAS, Chief Middleton continues to work to enhance the CCU and recently
obtained a $70,000 grant from the Louisiana Commission on Law Enforcement for an online
victim recovery program; and
WHEREAS, the Louisiana Sheriff's Association and its president, Sheriff Doug
Hebert, have chosen Concordia Parish Sheriff's Office chief deputy, Fred Middleton, as the

2024 Deputy of the Year for his inspiring work to improve his community; he is most
deserving of the highest recognition for his dedication to the protection of victims of abuse.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Fred Middleton on receiving the 2024
Deputy of the Year Award from the Louisiana Sheriffs' Association and does hereby extend
sincerest wishes that he continue his excellent work to improve the quality of life in
Concordia Parish and the state of Louisiana.
