Present law defines and provides relative to the crime of illegal carrying of a firearm at a parade. 
Present law provides that whoever commits the crime of illegal carrying of a firearm at a parade with
a firearm used in the commission of a crime of violence within 1,000 feet of any parade or
demonstration for which a permit is issued by a governmental entity will be fined up to $2,000 or
imprisoned, with or without hard labor, for between one year and five years, or both.
Proposed law requires that up to the first three years of any sentence of imprisonment be served
without benefit of parole, probation, or suspension of sentence, and otherwise retains present law.
Present law defines reckless discharge of a firearm at a parade or demonstration as the reckless or
criminally negligent discharge of a firearm within 1,000 feet of any parade, demonstration, or
gathering for which a permit is issued by a governmental entity.
Present law provides an exception for possession of a firearm within 1,000 feet of a public gathering
but entirely within a private residence, or in accordance with a concealed handgun permit issued
pursuant to present law relative to a special officer's commission from state police.
Proposed law retains present law and adds an exception for a concealed handgun permit issued
pursuant to present law relative to the issuance of concealed handgun permits generally.
Effective August 1, 2024.
