SENATE BILL NO. 163

SUBSTANCE ABUSE. Provides relative to the Advisory Council on Heroin and Opioid
Prevention and Education. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 49:219.5(E), relative to the Advisory Council on Heroin and
3 Opioid Prevention and Education; to provide relative to reporting requirements; and
4 to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 49:219.5(E) is hereby amended and reenacted to read as follows:
7 ยง219.5. Advisory Council on Heroin and Opioid Prevention and Education

9	E. The Interagency Heroin and Opioid Coordination Plan shall be submitted
10 annually to the board, governor, president of the Senate, speaker of the House, and
11 chief justice of the Louisiana Supreme Court at the end of each by March fifteenth,
12 to reflect the data from the previous calendar year.

14 Section 2.  This Act shall become effective upon signature by the governor or, if not
15 signed by the governor, upon expiration of the time for bills to become law without signature
16 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
17 vetoed by the governor and subsequently approved by the legislature, this Act shall become

1 effective on the day following such approval.

Present law establishes the Advisory Council on Heroin and Opioid Prevention and
Education and requires the council to establish an Interagency Heroin and Opioid
Coordination Plan.
Present law requires the plan to be submitted annually to the Drug Policy Board, governor,
president of the Senate, speaker of the House, and chief justice of the Louisiana Supreme
Court at the end of each calendar year.
Proposed law changes the reporting deadline to March 15, to reflect the data of the previous
calendar year.
Effective upon signature of the governor or lapse of time for gubernatorial action.
