DIGEST OF THE SENATE BILL AS RETURNED TO THE SENATE SB 183 Engrossed 2024 Regular Session Carter Present law provides for academic plans for children committed to the Dept. of Public Safety and Corrections (DPSC). Present law requires the DPSC to submit the individualized education plan or individualized learning plan to the court within 45 days of the child's admission to the secure care facility and that a copy be provided to the parents or guardian of the child, the district attorney, and counsel for the child at the time it is submitted to the court. Proposed law requires that the child's individualized learning plan include vocational training. Present law requires, at least six months prior to the release of the child, DPSC to prepare a written, individualized, and thorough transitional plan developed in collaboration with the child and any agency or department assuming his custody, care, or responsibility. Present law requires the transitional plan to address the needs of the child, including but not limited to education, health, permanent connections, living arrangements, independent living skills, and employment. Proposed law adds the requirement that the transitional plan include vocational training. Proposed law provides that the services included within the transitional plan shall be offered to the child.
