SENATE BILL NO. 192

1	AN ACT
2 To amend and reenact R.S. 51:1057(B)(24) and (30), (D)(4), and (H) and to repeal R.S.
3 51:1057(B)(12) through (14), (17), (23), (25), and (29), relative to the Empowering
4 Families to Live Well Louisiana Council; to provide for membership of the council;
5 to provide for the duties and functions of the council; and to provide for related
6 matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 51:1057(B)(24) and (30), (D)(4), and (H) are hereby amended and
9 reenacted to read as follows:
10 ยง1057. Empowering Families to Live Well Louisiana Council and implementation

13	B. The council shall be composed of the following members:

15	(24) The executive director of the Louisiana Budget Project Invest in
16 Louisiana, or designee.

1	(30) Three One at-large members member appointed by the governor.

4	(4) The council shall convene no less than six times per year meet at least
5 once each quarter.

7	H. The council shall submit an implementation plan to the Senate Committee
8 on Health and Welfare and the House Committee on Health and Welfare, meeting
9 jointly, for approval by June 30, 2019 2026. The plan shall include administrative
10 and legislative policy recommendations. An interim report may be filed prior to the
11 2019 Regular Session of the Louisiana Legislature with legislative recommendations.

13 Section 2. R.S. 51:1057(B)(12) through (14), (17), (23), (25), and (29) are hereby
14 repealed.
15 Section 3. The Louisiana State Law Institute is hereby authorized and directed to
16 renumber the council members provided in R.S. 51:1057(B).
17 Section 4. This Act shall become effective upon signature by the governor or, if not
18 signed by the governor, upon expiration of the time for bills to become law without signature
19 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
20 vetoed by the governor and subsequently approved by the legislature, this Act shall become
21 effective on the day following such approval.
