WEAPONS. Provides for the carrying of concealed firearms by qualified law enforcement
officers, qualified retired law enforcement officers, and certain state officials. (8/1/24)
SUMMARY OF HOUSE AMENDMENTS TO THE SENATE BILL
1. Makes technical changes.
2. Provides that certain state officials and security personnel may carry a concealed
handgun in the state capitol building.
3. Provides that business organizations may not prohibit a qualified active or retired law
enforcement officer from carrying a concealed handgun in certain venues.
4. Defines a "Business Organization" and "Venue"
5. Provides that the La. Dept. of Justice may bring a civil action against a business
organization that prohibits a qualified active or retired law enforcement officer from
carrying a concealed handgun in certain venues.
6. Provides that a business organization found liable in a civil action brought by the La.
Dept. of Justice for prohibiting a qualified active or retired law enforcement officer
from carrying a concealed handgun in certain venues be assessed a civil penalty of
$1,000 per instance and charged with all court costs and necessary attorney fees
associated with bringing the action.

Present law (R.S. 40:1379.1.3) permits an individual who is a qualified law enforcement
officer to carry a concealed firearm anywhere in the state, including any place open to the
public, if he meets certain eligibility criteria.
Present law (R.S. 40:1379.1.4) permits an individual who is a qualified retired law
enforcement officer to carry a concealed firearm anywhere in the state, including any place
open to the public, if he meets certain eligibility criteria.
Proposed law provides that a business organization shall not prohibit either a qualified active
or qualified retired law enforcement officer from carrying a concealed weapon in certain
venues.  Proposed law defines "business organization" and "venue".
Proposed law provides that the attorney general has the authority to bring a civil action for
violations of proposed law in addition to any other authority granted by the Constitution and
laws of this state. 
Proposed law retains present law and provides that a business organization that violates
proposed law shall be assessed all court costs and attorney's fees and a civil fine of $1,000
per occurrence to be paid to the Department of Justice for each violation of proposed law.
Present law prohibits state officials from carrying concealed handguns in the state capitol
building.  Proposed law provides that, the attorney general, his La. Bureau of Investigation HASBSB233 WAGNERJ 3089
protective detail, and certain members of the legislature may carry a concealed handgun in
the state capitol building.
Effective August 1, 2024.
(Amends R.S. 14:95(H)(2); and adds R.S. 40:1379.1.3(D),(E),(F) and (G), and
1379.1.4(F),(G),(H) and (I))
