Proposed law requires the state Dept. of Education (department) to establish an online Early
Childhood Education Data Dashboard to be used to collect and display certain data. Requires that
the dashboard be accessible in a user friendly format on the department's website.
Proposed law requires that the dashboard contain the following information that shall be collected
and updated on a quarterly basis:
(1)The number of children enrolled in each publicly funded early care and education program
arranged by child care provider type, parish location of provider, age of children, and number
of children on waitlists.
(2)The status of Child Care Assistance Program applications, including the number of
applications approved and rejected with an explanation of each status, and if applicable, the
total number of families on the waitlist.
(3)The number of children served in publicly funded early care and education programs
compared to the number of estimated overall in-need population.
(4)The attrition rate of children being unenrolled from publicly funded programs arranged by
children who aged out or failed redetermination which shall also be categorized by
percentage of the reasons for failing redetermination.
(5)The funding information for each publicly funded program, including the total appropriation
by funding source each fiscal year, funded enrollment, and current reimbursement rates per
child by age, provider type, and type of care.
(6)The number of children enrolled in Type I, Type II, and Type III licensed early learning
centers to be arranged by parish.
(7)The quality rating or performance profile data for each provider and aggregated to show
parish-wide and statewide quality trends over time.
(8)Any other data the State Board of Elementary and Secondary Education (BESE), the
department, or the Advisory Council on Early Childhood Care and Education (council)
deems necessary.
Proposed law requires the department to provide an analysis of the data collected quarterly to BESE and the council.
Proposed law requires the department to:
(1)Develop all procedures and formats for the defining and reporting of all data and statistical
components and annually review them.
(2)Perform the statistical analysis necessary to aggregate the reported data.
(3)Coordinate all existing and new data collection efforts so as to minimize paperwork at the
school and school system level.
Proposed law provides that BESE, with input and guidance from the council, shall provide oversight
of the dashboard by reviewing and approving, modifying, or rejecting the data collection system
created by the department pursuant to proposed law.
Proposed law requires the dashboard to be fully implemented and publicly accessible no later than
August 1, 2026.
Effective August 1, 2024.
