SENATE CONCURRENT RESOL UTION NO. 10

MENTAL HEALTH. Requests the Louisiana Department of Health to develop and
implement a plan for managed care organizations to provide reimbursement for certain
psychological services.
1	A CONCURRENT RESOL UTION
2 To urge and request the Louisiana Department of Health to develop and implement a plan
3 for managed care organizations to provide reimbursement for psychological services
4 provided by psychology doctoral interns and post-doctoral fellows.
5 WHEREAS, Louisiana has a mental health crisis, with over three million people in
6 the state of Louisiana living in communities that lack a sufficient number of mental and
7 behavioral health providers; and
8 WHEREAS, psychologists are an integral part of the mental and behavioral health
9 provider community in Louisiana; and
10 WHEREAS, the psychology profession currently faces difficulties in funding training
11 for psychology doctoral interns and post-doctoral fellows and sustaining the few existing
12 slots left in the state; and
13 WHEREAS, a psychology doctoral intern is defined as an unlicensed student who
14 is currently enrolled in a formal doctoral training program and presently completing a
15 psychology doctoral internship program which is approved by the Association of Psychology
16 Postdoctoral and Internship Centers or the American Psychological Association; and
17 WHEREAS, a post-doctoral fellow is defined as an unlicensed supervisee who has
18 completed a doctorate in psychology, and who is presently completing a plan of supervision

1 approved by the Louisiana State Board of Examiners of Psychologists; and
2 WHEREAS, psychology doctoral interns and post-doctoral fellows are authorized
3 to provide and charge for all services that a licensed psychologist is authorized to provide
4 but do not receive any Medicaid reimbursements for the services; and
5 WHEREAS, many states, including Texas, Arkansas, Alabama, and others provide
6 Medicaid reimbursement for supervised trainees; and
7 WHEREAS, allowing Medicaid reimbursement for these services would increase
8 access to underserved populations and build a pipeline of psychologists trained to provide
9 integrated services to those populations.
10 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
11 request the Louisiana Department of Health to coordinate with the Louisiana State Board of
12 Psychologist Examiners to implement a plan for providing Medicaid reimbursement for
13 services provided by psychology doctoral interns and post-doctoral fellows.
14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
15 secretary of the Louisiana Department of Health and the executive director of the Louisiana
16 State Board of Examiners of Psychologists.
