SENATE CONCURRENT RESOL UTION NO. 14
BY SENATOR HENSGENS 
MINERALS. Requests the United States Department of Energy to carefully consider the
benefits of liquid natural gas exports.
1	A CONCURRENT RESOL UTION
2 To urge and request the Department of Energy to recognize the global benefits of liquefied
3 natural gas exports.
4 WHEREAS, liquefied natural gas (LNG) exports play a vital role in the global
5 energy market, fostering economic growth, enhancing energy security, and promoting
6 environmental sustainability; and
7 WHEREAS, Louisiana, as a leading producer of natural gas, has significantly
8 contributed to the growth of LNG exports, thereby bolstering the state's economy and
9 supporting job creation; and
10 WHEREAS, the United States Department of Energy (DOE) plays a crucial role in
11 regulating LNG exports and granting export permits, ensuring compliance with applicable
12 laws and regulations; and
13 WHEREAS, any pause or delay in LNG export permits could have serious
14 consequences for Louisiana's economy, as well as for the broader energy landscape,
15 impacting global energy security and geopolitical stability; and
16 WHEREAS, Louisiana is proudly home to three of the top eight domestic LNG
17 export terminals, with at least three more projects approved, and eight more in pre-filing or
18 proposed stages; and

1 WHEREAS, Louisiana's LNG export terminal facilities carry 8.31 billion cubic feet
2 per day, with more than double that capacity planned to occur over the next few years; and
3 WHEREAS, Louisiana LNG exports ensure the energy needs of our international
4 allies are met without a threat to their national security and in a manner that will help our
5 customers achieve their climate goals; and
6 WHEREAS, it is imperative for the DOE to consider the broad, global benefits of
7 LNG exports, including their role in reducing greenhouse gas emissions through displacing
8 coal in electricity generation and providing cleaner energy options to countries around the
9 world; and
10 WHEREAS, Louisiana recognizes the importance of maintaining a stable and
11 predictable regulatory environment for LNG exports to continue supporting economic
12 growth, job creation, and energy security both domestically and internationally.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 urge and request the United States Department of Energy to carefully consider the broad,
15 global benefits of LNG exports and the serious consequences of any pause or delay in LNG
16 export permits.
17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
18 President of the United States, the Secretary of the United States Department of Energy, and
19 to each member of the Louisiana delegation of the United States Congress.
