SENATE CONCURRENT RESOL UTION NO. 57

CONGRESS. Memorializes Congress to help all residents of Louisiana who are displaced
by hurricanes.
1	A CONCURRENT RESOL UTION
2 To memorialize the Congress of the United States to provide a long-term solution for the
3 housing crisis suffered by Louisiana residents displaced due to the devastation of
4 Hurricane Ida.
5 WHEREAS, Hurricane Ida devastated Louisiana on August 29, 2021, destroying
6 property throughout the state, causing many Louisianians to be displaced from their homes;
7 and
8 WHEREAS, after Hurricane Ida, the Federal Emergency Management Agency
9 (FEMA) established a program to reimburse the state for costs incurred by providing
10 temporary shelters in the form of campers; and
11 WHEREAS, the federal aid expired in January of 2023; and
12 WHEREAS, the state absorbed the costs of over two million dollars per month after
13 the FEMA benefits expired; and
14 WHEREAS, the state-sponsored Ida Shelters program ended on Tuesday, April 30,
15 2024, with five hundred fifty-two residents still participating in the program; and
16 WHEREAS, the Governor's Office of Homeland Security and Emergency
17 Preparedness (GOHSEP) has delayed eviction, while considering whether to donate the
18 camper-residences to the respective parishes or offering the residents an opportunity to

1 purchase the campers at their appraised value; and
2 WHEREAS, while GOHSEP's plan may resolve the immediate needs of the
3 displaced residents, a long-term solution rests with the federal government.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana memorializes
5 the Congress of the United States to provide a long-term solution for the housing crisis
6 suffered by Louisiana residents displaced due to the devastation of Hurricane Ida.
7 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted
8 to the secretary of the United States Senate and the clerk of the United States House of
9 Representatives and to each member of the Louisiana delegation to the United States
10 Congress.
