Creates the Community Responders Task Force to study the implementation of a partnership
between law enforcement agencies, behavioral health providers, and hospitals to reduce or
eliminate incidents of law enforcement officers responding to nonviolent calls or behavioral
or social crises in which no crime has taken place.
