Requests the Coastal Protection and Restoration Authority to perform a cost benefit analysis on merging the Lafitte Area Independent Levee District with the Southeast Louisiana Flood Protection Authority-West. 1 A RESOLUTION 2 To request the Coastal Protection and Restoration Authority to perform a cost benefit 3 analysis on merging the Lafitte Area Independent Levee District with the Southeast 4 Louisiana Flood Protection Authority-West. 5 WHEREAS, the Southeast Louisiana Flood Protection Authority-West 6 (SLFPA-West) is one of two levee authorities serving metropolitan New Orleans; and 7 WHEREAS, SLFPA-West provides flood protection for the most populated areas on 8 the west bank of the Mississippi River in Jefferson and Orleans parishes by building, 9 operating, and maintaining flood control systems; and 10 WHEREAS, the jurisdiction of the SLFPA-West covers approximately forty-seven 11 miles of hurricane flood protection levees, floodwalls, and floodgates and approximately 12 thirty-three miles of Mississippi River levees and floodwalls; and 13 WHEREAS, a seven-member board of commissioners oversees SLFPA-West, which 14 is made up of two levee districts, the West Jefferson Levee District, serving the west bank 15 portions of Jefferson Parish, and the Algiers Levee District, serving the west bank portions 16 of Orleans Parish; and 17 WHEREAS, the Algiers Levee District was reorganized to encompass the portion 18 of the parish of Orleans on the west side of the Mississippi River, and the West Jefferson Page 1 of 2 SR NO. 151 SLS 24RS-4353 ORIGINAL 1 Levee District was reorganized to encompass all lands in the parish of Jefferson on the west 2 side of the Mississippi River, except that area of land contained in the Lafitte Area 3 Independent Levee District. 4 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 5 does hereby urge and request the Coastal Protection and Restoration Authority to perform 6 a cost benefit analysis on merging the Lafitte Area Independent Levee District with the 7 Southeast Louisiana Flood Protection Authority-West. 8 BE IT FURTHER RESOLVED the department shall prepare and deliver the report 9 to the Senate Committee on Natural Resources, the Senate Committee on Finance, and to the 10 David R. Poynter Legislative Research Library as required by R.S. 24:771 and 772, no later 11 than December 1, 2024.
