Expresses support for the off-shore wind industry. 1 A RESOLUTION 2 To recognize the economic and workforce development opportunities that can be realized 3 by the State of Louisiana's participation in the offshore wind industry's supply chain. 4 WHEREAS, the Center of Planning Excellence, Greater New Orleans, Inc., The Pew 5 Charitable Trusts, Southeastern Wind Coalition, and Xodus Group released the report 6 Louisiana Offshore Wind Supply Chain Assessment, which shows that Louisiana stands to 7 benefit from the expansion of the offshore wind industry nationally and in the Gulf of 8 Mexico; and 9 WHEREAS, some estimates anticipate continued private investment of more than 10 $100 billion and the creation of up to fifty thousand jobs in support of the United States' 11 domestic offshore wind industry; and 12 WHEREAS, Louisiana's leadership in offshore energy production as well as existing 13 maritime trades, workforce, and manufacturing assets give this state a competitive advantage 14 to attract new investment and expand businesses in this emerging sector; and 15 WHEREAS, the assessment found that at least fifteen Louisiana companies have 16 already supplied goods and services for offshore wind projects and more than four hundred 17 fifty Louisiana companies are capable of supporting the offshore wind industry; and that 18 offshore-wind adjacent industries employ more than sixty thousand Louisiana workers; and Page 1 of 2 SR NO. 84 SLS 24RS-3107 ORIGINAL 1 WHEREAS, the assessment additionally found that more than one hundred existing 2 fabrication and manufacturing assets in Louisiana could support offshore wind development 3 if coupled with investments to retrain workers or retool or expand operations; and 4 Louisiana's offshore services sector includes at least one hundred seventy-five companies 5 with expertise in planning, installation, operations, and decommissioning for offshore oil and 6 gas that could be applicable for offshore wind; and 7 WHEREAS, the assessment included specific recommendations to secure Louisiana's 8 position in this rapidly expanding industry and maximizing the economic gains for its 9 businesses and workforce, including maximize export opportunities; invest in the workforce 10 and job sites that are offshore-ready; upgrade ports and support shipbuilding; capitalize on 11 economic benefits of offshore wind; and lean into existing Louisiana offshore energy 12 leadership. 13 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 14 does hereby recognize the economic and workforce development opportunities of the 15 offshore wind industry's supply chain, extends sincere appreciation to organizations and 16 companies evaluating and providing analysis and recommendations for the state to support 17 the industry and urges and requests that industry and organizations review and implement 18 the assessment's recommendations for the benefit of Louisiana and its economy. 19 BE IT FURTHER RESOLVED that a copy of this Resolution and a copy of the 20 Louisiana Offshore Wind Supply Chain Assessment be transmitted to the secretary of the 21 Department of Economic Development, the secretary of the Louisiana Workforce 22 Commission, and the secretary of the Department of Energy and Natural Resources.
