2024 Regular Session ENROLLED SENATE RESOLUTION NO. 84 BY SENATORS HENSGENS, DUPLESSIS AND LAMBERT A RESOLUTION To recognize the economic and workforce development opportunities that can be realized by the state of Louisiana's participation in the offshore wind industry's supply chain. WHEREAS, the Center of Planning Excellence, Greater New Orleans, Inc., The Pew Charitable Trusts, Southeastern Wind Coalition, and Xodus Group released the report Louisiana Offshore Wind Supply Chain Assessment, which shows that Louisiana stands to benefit from the expansion of the offshore wind industry nationally and in the Gulf of Mexico; and WHEREAS, some estimates anticipate continued private investment of more than $100 billion and the creation of up to fifty thousand jobs in support of the United States' domestic offshore wind industry; and WHEREAS, Louisiana's leadership in offshore energy production as well as existing maritime trades, workforce, and manufacturing assets give this state a competitive advantage to attract new investment and expand businesses in this emerging sector; and WHEREAS, the assessment found that at least fifteen Louisiana companies have already supplied goods and services for offshore wind projects and more than four hundred fifty Louisiana companies are capable of supporting the offshore wind industry; and that offshore-wind adjacent industries employ more than sixty thousand Louisiana workers; and WHEREAS, the assessment additionally found that more than one hundred existing fabrication and manufacturing assets in Louisiana could support offshore wind development if coupled with investments to retrain workers or retool or expand operations; and Louisiana's offshore services sector includes at least one hundred seventy-five companies with expertise in planning, installation, operations, and decommissioning for offshore oil and gas that could be applicable for offshore wind; and WHEREAS, the assessment included specific recommendations to secure Louisiana's position in this rapidly expanding industry and maximizing the economic gains for its businesses and workforce, including maximizing export opportunities; investing in the workforce and job sites that are offshore-ready; upgrading ports and support shipbuilding; Page 1 of 2 SR NO. 84 ENROLLED capitalizing on economic benefits of offshore wind; and leaning into existing Louisiana offshore energy leadership. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby recognize the economic and workforce development opportunities of the offshore wind industry's supply chain, extends sincere appreciation to organizations and companies evaluating and providing analysis and recommendations for the state to support the industry and urges and requests that industry and organizations review and implement the assessment's recommendations for the benefit of Louisiana and its economy. BE IT FURTHER RESOLVED that a copy of this Resolution and a copy of the Louisiana Offshore Wind Supply Chain Assessment be transmitted to the secretary of the Department of Economic Development, the secretary of the Louisiana Workforce Commission, and the secretary of the Department of Energy and Natural Resources.
