FUNDS/FUNDING:  Provides for appropriation of certain monies in the East Baton Rouge
Parish Enhancement Fund
1	AN ACT
2To amend and reenact R.S. 47:322.9(B), relative to the use of monies in certain treasury
3 funds; to provide for the use of monies in the East Baton Rouge Parish Enhancement
4 Fund;  to provide for an effective date; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 47:322.9(B) is hereby amended and reenacted to read as follows: 
7 ยง322.9.  Disposition of certain collections in East Baton Rouge Parish

9	B.  The monies in the "East Baton Rouge Parish Enhancement Fund" shall
10 be subject to an annual appropriation by the legislature.  One hundred thousand
11 dollars of the monies in the fund shall be available annually for use exclusively for
12 urban mass transit purposes in East Baton Rouge Parish.  The funds allocated herein
13 for urban mass transit shall not be used to displace, replace, or supplant funds
14 previously appropriated or otherwise used for this purpose.  One hundred thousand
15 dollars of the monies in the fund shall annually be available for use by the Baton
16 Rouge Sports Foundation; however, no funds so allocated shall be used to pay the
17 salary or related benefits of the executive director Visit Baton Rouge to promote
18 athletic activities, facilities, and sporting events to attract visitors to East Baton
19 Rouge Parish. The remainder of the monies in the fund shall be available annually
20 for use by the Riverside Centroplex Arena and Exhibition Center.  All unexpended

1 and unencumbered monies remaining in the fund at the end of the fiscal year shall
2 remain in the fund.  The monies in the fund shall be invested by the treasurer in the
3 same manner as the monies in the state general fund, and all interest earned shall be
4 deposited in the state general fund.

6 Section 2.  This Act shall become effective upon signature by the governor or, if not
7signed by the governor, upon expiration of the time for bills to become law without signature
8by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
9vetoed by the governor and subsequently approved by the legislature, this Act shall become
10effective on the day following such approval.

Abstract: Provides for the use of monies in the East Baton Rouge Parish Enhancement
Fund.
Present law establishes the East Baton Rouge Parish Enhancement Fund and provides for
uses of the monies in the fund.  Allowable uses include appropriations for urban mass transit,
to the Riverside Centroplex Arena and Exhibition Center, and to the Baton Rouge Sports
Foundation.  However, provides that no funds shall be used to pay the salary or related
benefits of the executive director of the Baton Rouge Sports Foundation.
Proposed law repeals the appropriation to the Baton Rouge Sports Foundation and restriction
against use for the salary or related benefits of the foundation's executive director. 
Appropriates monies in the fund to Visit Baton Rouge to promote athletic events, facilities,
and sporting events in East Baton Rouge Parish.  Retains all other provision of present law.
Effective upon signature of governor or lapse of time for gubernatorial action.
