Abstract:  Expands the application of the expedited enforcement program by increasing the
penalties to which it applies.
Present law provides for the enforcement and authority of the secretary to engage in a civil process
for litigating the violations of present law.
Present law provides for the assessment of civil penalties for enforcement actions provided under
present law of minor to moderate violations that do not exceed $3,000 per violation or an aggregate
total of $5,000 per violator.
Proposed law modifies present law by increasing the penalties for minor to moderate violations from
$3,000 to $5,000 per violation and from $5,000 to $10,000 in the aggregate per violator.
