CIVIL SERVICE/STATE:  (Constitutional Amendment) Provides for supplemental pay for
fire protection officers employed by an airport authority.
1	A JOINT RESOLUTION
2Proposing to amend Article X, Section 10(A)(1)(b) of the Constitution of Louisiana, relative
3 to state supplemental pay for fire protection officers; to authorize state supplemental
4 pay for fire protection officers employed by an airport authority; to provide for
5 submission of the proposed amendment to the electors; and to provide for related
6 matters.
7 Section 1.  Be it resolved by the Legislature of Louisiana, two-thirds of the members
8elected to each house concurring, that there shall be submitted to the electors of the state of
9Louisiana, for their approval or rejection in the manner provided by law, a proposal to
10amend Article X, Section 10(A)(1)(b) of the Constitution of Louisiana, to read as follows:

14	(b)  Nothing herein shall prevent the legislature from supplementing the
15 uniform pay plans for sworn, commissioned law enforcement officers employed by
16 a bona fide police agency of the state or its political subdivisions and for fire
17 protection officers employed by a port authority or an airport authority, from any
18 available funds of the state, the department, the agency, or the political subdivision,
19 provided that such supplement may be made available only for those sworn,
20 commissioned law enforcement officers employed on a full-time basis who serve the

1 welfare of the public in the capacity of a police officer by providing police services
2 to the general public, by effecting arrests, issuing citations, and serving warrants
3 while patrolling waterways and riverfront areas and for those fire protection officers
4 employed on a full-time basis who provide fire protection services to a port authority
5 or an airport authority.

7 Section 2.  Be it further resolved that this proposed amendment shall be submitted
8to the electors of the state of Louisiana at the statewide election to be held on November 3,
92026.
10 Section 3.  Be it further resolved that on the official ballot to be used at the election,
11there shall be printed a proposition, upon which the electors of the state shall be permitted
12to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
13follows:
14	Do you support an amendment to allow the legislature to provide state
15	supplemental pay to fire protection officers employed by an airport
16	authority? (Amends Article X, Section 10(A)(1)(b))

Abstract:  Provides for state supplemental pay to fire protection officers employed by an
airport authority
Present constitution authorizes the legislature to provide state supplemental pay by law to
sworn, commissioned law enforcement officers employed by the state or its political
subdivisions and for fire protection officers employed by a port authority.
Proposed constitution retains present constitution and authorizes the legislature to provide
state supplemental pay by law to fire protection officers employed by an airport authority.
Provides for submission of the proposed amendment to the voters at the statewide election
to be held Nov. 3, 2026.
