INSURANCE/GROUP-SHERI FFS:  Provides relative to the payment of insurance premium
costs by the Franklin Parish Sheriff's Office
1	AN ACT
2To amend and reenact R.S. 13:5554(S), relative to the Franklin Parish Sheriff's Office; to
3 provide relative to insurance premium payments for sheriff and deputy sheriff
4 retirees; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 13:5554(S) is hereby amended and reenacted to read as follows:
7 ยง5554.  Group insurance; kinds; amounts; subrogation
8	*          *          *
9	S.(1)  Notwithstanding the provisions of Subsection D of this Section and
10 Paragraphs (2) and (3) of this Subsection, one hundred percent of the premium costs
11 of group hospital, surgical, and medical expense insurance and life insurance
12 contracted for under the provisions of this Section shall be paid from the sheriff's
13 general fund for any sheriff or deputy sheriff who has retired prior to December 31,
14 2012, from the Franklin Parish Sheriff's Office and who is eligible to receive benefits
15 from the Sheriff's Pension and Relief Fund, and who meets either one of the
16 following conditions:
17	(a)  Has attained the age of fifty-five years with twenty-four or more years
18 of full-time service with the Franklin Parish Sheriff's Office.
19	(b)  Has completed thirty years of full-time continuous service with the
20 Franklin Parish Sheriff's Office, regardless of age.

1	(2)  Notwithstanding In addition to Paragraph (3) of this Section, but
2 notwithstanding the provisions of Paragraph (1) of this Subsection and Subsection
3 D of this Section, for any sheriff or deputy sheriff who retires on or after December
4 31, 2012, and who is eligible to receive benefits from the Sheriff's Pension and
5 Relief Fund, the premium costs of group hospital, surgical, and medical expense
6 insurance and life insurance shall be paid from the sheriff's general fund as follows:
7	(a)  One hundred percent if the sheriff or deputy sheriff has completed thirty
8 years of full-time creditable service and has completed a majority of his creditable
9 service time with the Franklin Parish Sheriff's Office, regardless of age.  A sheriff
10 or deputy sheriff's creditable days of full-time service shall be determined by the
11 Louisiana Sheriff's Pension and Relief Fund.
12	(b)  Seventy-five percent if the sheriff or deputy sheriff has attained the age
13 of fifty-five years with at least twenty-seven years of full-time creditable service and
14 has completed a majority of his creditable service time with the Franklin Parish
15 Sheriff's Office.  A sheriff or deputy sheriff's creditable days of full-time service
16 shall be determined by the Louisiana Sheriff's Pension and Relief Fund.
17	(c)  Fifty percent if the sheriff or deputy sheriff has attained the age of fifty-
18 five years with at least twenty-three years of full-time creditable service and has
19 completed a majority of his creditable service time with the Franklin Parish Sheriff's
20 Office.  A sheriff or deputy sheriff's creditable days of full-time service shall be
21 determined by the Louisiana Sheriff's Pension and Relief Fund.
22	(3)  In addition to Paragraph (2) of this Section, but notwithstanding the
23 provisions of Paragraph (1) of this Subsection and Subsection D of this Section, for
24 any sheriff or deputy sheriff who has earned a majority of his creditable service time
25 with the Franklin Parish Sheriff's Office as required by Subparagraphs (a) through
26 (c) of this Paragraph, who retires from any sheriff's office of this state,  the Louisiana
27 Sheriff's Association, or the Louisiana Sheriff's Pension and Relief Fund on or after
28 January 1, 2025, and who is eligible to receive benefits from the Sheriff's Pension

1 and Relief Fund, the premium costs of group hospital, surgical, and medical expense
2 insurance and life insurance shall be paid from the sheriff's general fund as follows:
3	(a)  One hundred percent if the sheriff or deputy sheriff has completed thirty
4 years of full-time creditable service time with the Franklin Parish Sheriff's Office,
5 regardless of age.
6	(b)  Seventy-five percent if the sheriff or deputy sheriff has attained the age
7 of fifty-five years with at least twenty-seven years of full-time creditable service
8 time with the Franklin Parish Sheriff's Office.
9	(c)  Fifty percent if the sheriff or deputy sheriff has attained the age of fifty-
10 five years with at least twenty-three years of full-time creditable service time with
11 the Franklin Parish Sheriff's Office.
12	(4)  For purposes of this Subsection, a sheriff or deputy sheriff's creditable
13 days of full-time service shall be determined by the Louisiana Sheriff's Pension and
14 Relief Fund.

Abstract:  Provides relative to the payment of insurance premium costs by the Franklin
Parish Sheriff's Office.
Present law provides that 100% of the premium costs of group hospital, surgical, and
medical expense insurance shall be paid from the sheriff's general fund for any sheriff or
deputy sheriff who has retired from the Franklin Parish Sheriff's Office prior to Dec. 31,
2012, and who is eligible to receive benefits from the Sheriff's Pension and Relief Fund.
Proposed law provides that any sheriff or deputy sheriff who has earned a majority of his
creditable service time with the Franklin Parish Sheriff's Office, who retires from any
sheriff's office of this state,  the La. Sheriff's Association, or the La. Sheriff's Pension and
Relief Fund on or after Jan. 1, 2025, and who is eligible to receive benefits from the Sheriff's
Pension and Relief Fund, the premium costs of group hospital, surgical, and medical expense
insurance and life insurance shall be paid from the sheriff's general fund as follows:
(1)100% if the sheriff or deputy sheriff has completed 30 years of full-time creditable
service time with the Franklin Parish Sheriff's Office, regardless of age.

(2)75% if the sheriff or deputy sheriff has attained the age of 55 with at least 27 years
of full-time creditable service time with the Franklin Parish Sheriff's Office.
(3)50% if the sheriff or deputy sheriff has attained the age of 55 with at least 23 years
of full-time creditable service time with the Franklin Parish Sheriff's Office.
Proposed law provides that for purposes of both present law and proposed law, a sheriff or
deputy sheriff's creditable days of full-time service shall be determined by the La. Sheriff's
Pension and Relief Fund.
