ELECTIONS:  Requires the secretary of state to prepare and publish certain information
concerning changes in election law
1	AN ACT
2To enact R.S. 18:18(E), relative to the powers and duties of the secretary of state; to require
3 the secretary of state to prepare and publish a revised Louisiana Election Code and
4 certain information concerning changes in election law; to provide deadlines; to
5 provide for effectiveness; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 18:18(E) is hereby enacted to read as follows:
8 ยง18.  Secretary of state; powers and duties

10	E.(1)  No later than sixty days after final adjournment of a session of the
11 legislature which results in changes to one or more provisions of this Code, the
12 secretary of state shall prepare and publish on the website of the secretary of state a
13 revised version of this Code which incorporates all such changes.
14	(2)  No later than ninety days after final adjournment of a session of the
15 legislature which results in changes to one or more provisions of this Code, the
16 secretary of state shall prepare and publish on the website of the secretary of state a
17 plain language digest which summarizes  the effect of, enforcement mechanisms for,
18 and implementation dates of each such change.
19 Section 2.  This Act shall become effective upon signature by the governor or, if not
20signed by the governor, upon expiration of the time for bills to become law without signature

1by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
2vetoed by the governor and subsequently approved by the legislature, this Act shall become
3effective on the day following such approval.

Abstract:  Requires the secretary of state to prepare and publish a revised La. Election Code
and certain information concerning changes in election law.
Present law provides for the powers and duties of the secretary of state, which include
administering the laws relating to custody of voting machines and voter registration and
being responsible for assistance to registrars, administration of rules and regulations of the
secretary of state relating to the registration of voters, and matters pertaining to the reporting,
compilation, and dissemination of registration statistics and information.
Proposed law retains present law and additionally requires the following:
(1)No later than 60 days after final adjournment of a session of the legislature which
results in changes to one or more provisions of present law (La. Election Code), the
secretary of state shall prepare and publish on the website of the secretary of state a
revised version of the La. Election Code which incorporates all such changes.
(2)No later than 90 days after final adjournment of a session of the legislature which
results in changes to one or more provisions of the La. Election Code, the secretary
of state shall prepare and publish on the website of the secretary of state a plain
language digest which summarizes the effect of, enforcement mechanisms for, and
implementation dates of each such change.
Effective upon signature of governor or lapse of time for gubernatorial action.
