HB 405 Original	2025 Regular Session	Willard
Abstract:  Requires the secretary of state to prepare and publish a revised La. Election Code and
certain information concerning changes in election law.
Present law provides for the powers and duties of the secretary of state, which include administering
the laws relating to custody of voting machines and voter registration and being responsible for
assistance to registrars, administration of rules and regulations of the secretary of state relating to the
registration of voters, and matters pertaining to the reporting, compilation, and dissemination of
registration statistics and information.
Proposed law retains present law and additionally requires the following:
(1)No later than 60 days after final adjournment of a session of the legislature which results in
changes to one or more provisions of present law (La. Election Code), the secretary of state
shall prepare and publish on the website of the secretary of state a revised version of the La.
Election Code which incorporates all such changes.
(2)No later than 90 days after final adjournment of a session of the legislature which results in
changes to one or more provisions of the La. Election Code, the secretary of state shall
prepare and publish on the website of the secretary of state a plain language digest which
summarizes the effect of, enforcement mechanisms for, and implementation dates of each
such change.
Effective upon signature of governor or lapse of time for gubernatorial action.
