TRANSPORTATION:  Restricts a parking fee exemption to Louisiana disabled veterans
parking at cruise terminals for the Port of New Orleans
1	AN ACT
2To amend and reenact R.S. 29:27.2(A) through (D), relative to the Port of New Orleans; to
3 provide for a parking fee exemption for Louisiana service-connected disabled
4 veterans at the Port of New Orleans cruise terminals; to establish identification and
5 residency requirements applicable to the parking fee exemption at the cruise
6 terminals for the Port of New Orleans; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 29:27.2(A) through (D) are hereby amended and reenacted to read
9as follows:
10 ยง27.2.  Port of New Orleans cruise terminal parking fee exemption for Louisiana
11	disabled veterans
12	A.(1)  The Port of New Orleans shall provide free cruise terminal parking,
13 subject to availability, at a Port of New Orleans-owned cruise terminal parking
14 facility which shall be located in the closest available cruise terminal parking lot, for
15 a Louisiana disabled veteran, his conveyance, and his passengers if the disabled
16 veteran provides proof of his service-connected disability of fifty percent or more in
17 the form of a military honor license plate as provided for in R.S. 47:490.4 and
18 490.31, or a completed certificate from the Louisiana Department of Veterans
19 Affairs certifying that the disabled veteran has a service-connected disability of fifty
20 percent or more, as determined by the United States Department of Veterans Affairs.

1	(2)  The Louisiana disabled veteran shall also provide a state-issued driver's
2 license or special identification card for proof of residency.
3	B.  A Louisiana disabled veteran shall park in a designated Port of New
4 Orleans Orleans-owned cruise terminal parking lot to receive the parking fee
5 exemption.  The parking fee exemption shall not apply if the Louisiana disabled
6 veteran parks outside of a designated Port of New Orleans Orleans-owned cruise
7 terminal parking lot.
8	C.  A Louisiana disabled veteran authorized to park for free at the designated
9 Port of New Orleans Orleans-owned cruise terminals terminal parking lot pursuant
10 to this Section shall be prohibited from parking for a period exceeding seven days.
11 The Port of New Orleans may charge a the Louisiana disabled veteran the customary
12 parking fee for each additional day the disabled veteran is parked at the cruise
13 terminal that exceeds seven days.
14	D.  Notice of the disabled veterans parking fee exemption for Louisiana
15 disabled veterans shall be printed in the Port of New Orleans brochures and
16 displayed on the Port of New Orleans website.  The Port of New Orleans may use
17 other methods of informing the public of the fee exemption for disabled veterans to
18 include but not be limited to advertisements and signage.

Present law provides free parking for a disabled veteran, his conveyance, and his passengers
at any Port of N.O. cruise terminal.  Requires that free parking for the disabled veteran be
located in the closest available cruise terminal parking lot.  Further requires the disabled
veteran to provide proof of disability in the form of a military honor license plate or a
completed certificate from the La. Dept. of Veterans Affairs.

Proposed law modifies present law by limiting the parking fee exemption to La. disabled
veterans only and requires the disabled veteran to provide a state-issued driver's license or
special identification card for proof of residency.  Further clarifies that "parking lot" is a Port
of N.O.-owned cruise terminal parking facility.
Present law requires the disabled veteran to park in the Port of N.O. designated parking lots
to receive the parking fee exemption.
Proposed law modifies present law by specifying that the requirement applies to a La.
disabled veteran.  Clarifies that the cruise terminal parking lot is owned by the Port of N.O.
Present law specifies that the time period an authorized disabled veteran is granted free
parking at the Port of N.O. cruise terminal cannot exceed seven days.  Further provides that
a disabled veteran may be charged the customary parking fee for each day he remains parked
at the cruise terminal beyond seven days.
Proposed law modifies present law by specifying that the seven-day free parking time period
and the customary charging fee for each day for parking only applies to a La. disabled
veteran.
Present law authorizes the Port of N.O. to utilize appropriate methods of informing the
public of the free parking for disabled veterans to include, but not be limited to,
advertisements and signage.
Proposed law modifies present law by specifying that the free parking information
distributed by the Port of N.O. applies for La. disabled veterans only.
