HEALTH CARE: Transfers powers and duties of the Nursing Supply and Demand Council and the Simulation Medical Training and Education Council to the Louisiana Health Works Commission 1 AN ACT 2To amend and reenact R.S. 17:2048.51 and to repeal Part IV-C of Chapter 9 of Title 17 of 3 the Louisiana Revised Statutes of 1950, comprised of R.S. 17:2048.61, R.S. 4 36:651(L)(1)(b) and (c), and Subpart C of Part III of Chapter 11 of Title 37 of the 5 Louisiana Revised Statutes of 1950, comprised of R.S. 37:1007, relative to health 6 care workforce development; to provide for the Louisiana Health Works 7 Commission; to provide for its membership; to provide for committees of the 8 commission; to abolish the Nursing Supply and Demand Council; to abolish the 9 Simulation Medical Training and Education Council for Louisiana; and to provide 10 for related matters. 11Be it enacted by the Legislature of Louisiana: 12 Section 1. R.S. 17:2048.51 is hereby amended and reenacted to read as follows: 13 ยง2048.51. Louisiana Health Works Commission; creation; membership; 14 compensation; staff and facilities; powers and duties; data collection and 15 reporting 16 * * * 17 B. The following shall serve as members of the Louisiana Health Works 4 Commission: 5 * * * 6 (9) The chairman of the Nursing Supply and Demand Council or his 7 designee The president of the Louisiana State University System or his designee. 8 * * * 9 (14) One member representing and appointed by the Louisiana Department 10 of Health, office of public health. 11 * * * 12 G. The Louisiana Health Works Commission shall have the following 13 committees: 14 (1)(a) There shall be an An executive committee composed of the following: 15 (1) (i) The commissioner of higher education or his designee for the 16 commission. 17 (2) (ii) The chairman of the Nursing Supply and Demand Council or his 18 designee for the commission. 19 (3) (iii) The president of the University of Louisiana System or his designee 20 for the commission. 21 (4) (iv) The dean of the School of Allied Health Professions at Louisiana 22 State University Health Sciences Center at Shreveport or his designee for the 23 commission. 24 (5) (v) The president of the Louisiana Hospital Association or his designee 25 for the commission. 26 (6) (vi) The executive director of the Louisiana Nursing Home Association 27 or his designee. 28 (7) (vii) The president of the Louisiana State Medical Society or his designee. HLS 25RS-630 ORIGINAL HB NO. 544 1 (8) (viii) The president of the Southern University System or his designee for 2 the commission. 3 (9) (ix) The chancellor of the Louisiana State University Health Sciences 4 Center at New Orleans or his designee for the commission. 5 (10) (x) The president of the Louisiana Academy of Family Physicians or his 6 designee for the commission. 7 (11) (xi) The president of the Louisiana Community and Technical College 8 System or his designee for the commission. 9 (12) (xii) The president of the Louisiana Association of Independent Colleges 10 and Universities or his designee for the commission. 11 H. (b) The executive committee shall: 12 (1) (i) Elect the chairperson of the commission. The chair of the Nursing 13 Supply and Demand Committee shall serve as the vice chair of the commission. 14 (2) (ii) Establish rules of procedure to be adopted in accordance with the 15 Administrative Procedure Act. 16 (3) (iii) Perform other tasks as the commission directs or the adopted rules 17 of procedure require. 18 (2) A Nursing Supply and Demand Committee, to consist of representatives 19 of all organizations previously represented on the Nursing Supply and Demand 20 Council who are not represented on the Health Works Commission, in addition to 21 any other members of the Health Works Commission as appointed by its chair. 22 (3) A Simulation Medical Training and Education Committee, to consist of 23 representatives of all organizations previously represented on the Simulation Medical 24 Training and Education Council who are not represented on the Health Works 25 Commission, any members of the Health Works Commission as may be appointed 26 by its chair, and the following members: 27 (a) A representative of Xavier School of Medicine. R.S. 17:2048.61, Part IV-C of Chapter 9 of Title 17 of the Louisiana 5Revised Statutes of 1950, comprised of R.S. 17:2048.61, R.S. 36:651(L)(1)(b) and (c), and 6Subpart C of Part III of Chapter 11 of Title 37 of the Louisiana Revised Statutes of 1950, 7comprised of R.S. 37:1007, are hereby repealed in their entirety. 8 Section 3. This Act shall become effective upon signature by the governor or, if not 9signed by the governor, upon expiration of the time for bills to become law without signature 10by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 11vetoed by the governor and subsequently approved by the legislature, this Act shall become 12effective on the day following such approval. Present law provides for the membership of the commission. Proposed law adds 2 members to the commission. Present law establishes an executive committee for the commission and provides for the composition of that committee. Proposed law creates 2 additional committees within the commission, the Nursing Supply and Demand Committee and the Simulation Medical Training and Education Committee, and provides for the composition of those committees.
