HB 614 Original	2025 Regular Session	Chassion
Abstract:  Requires students to attain a minimum ACT score set by the State Bd. of Elementary and
Secondary Education as a prerequisite to high school graduation and prohibits
state-administered end-of-course assessments for high school students.
Present law requires the state Dept. of Education to implement the La. Educational Assessment
Program (LEAP) with the approval of the State Bd. of Elementary and Secondary Education (BESE). 
Requires that BESE implement standards-based assessments in English language arts, math, science,
and social studies and that the tests be administered, at a minimum, in grades three through 11.  Also
requires BESE to establish by rule the adequate test score to determine successful performance of
a student on each test.  Present administrative rule requires a student to pass certain end-of-course
assessments as a prerequisite to graduation.
Proposed law provides that notwithstanding present law, there shall be no state-administered end-of-
course assessments for high school students.  Requires a student to attain a minimum score on the
ACT as a prerequisite to graduation and requires BESE to set this score by rule such that it does not
lower the high school graduation rate.
